City of Weatherford is now accepting bids for the construction of the Dr. Paul Phillips Water Purification Plant Taste and Odor Treatment project. The project generally consists of construction of new granular activated carbon (GAC) contactors and associated piping and electrical improvements. A bid bond in the amount of five percent (5%) of the bid, issued by an acceptable surety, shall be submitted with each bid. Owner accepts Bidder's Bid and Bidder delivers within the time required by the Bidding Documents (or any extension thereof agreed to in writing by Owner) the executed Agreement required by the Bidding Documents and any performance and payment bonds required by the Bidding Documents. Bidder agrees that the Work will be substantially complete within 540 calendar days after the date when the Contract Times commence to run as provided in Paragraph 2.03 of the General Conditions, and will be completed and ready for final payment in accordance with Paragraph 14.07.B of the General Conditions within 600 calendar days after the date when the Contract Times commence to run. Accordingly, instead of requiring any such proof, Owner and Contractor agree that as liquidated damages for delay (but not as a penalty), Contractor shall pay Owner $ 1,500.00 for each day that expires after the time specified in Paragraph 4.02 for Substantial Completion until the Work is substantially complete. After Substantial Completion, if Contractor shall neglect, refuse, or fail to complete the remaining Work within the Contract Time or any proper extension thereof granted by Owner, Contractor shall pay Owner $ 500.00 for each day that expires after the time specified in Paragraph 4.02 for completion and readiness for final payment until the Work is completed and ready for final payment. The Owner reserves the right, after evaluation of all bids received, to make no recommendation regarding the award of any bid in the even non-responsive, non-conforming, or otherwise unacceptable bids are received, or if budgetary constraints or other unanticipated factors exist. No bid may be withdrawn until the expiration of ninety (90) days from the date bids are opened. The City reserves the right to reject any and all bids received. The project generally consists of, but is not necessarily limited to, the installation of four (4) Granular Activated Carbon (GAC) Contactors and (1) Electrical Room with associated equipment, process piping, pipe galleries, and stairs; installation of one (1) 42-inch Filtered Water pipe to convey water from the existing Process Building to the GAC Contactors; installation of one (1) 48-inch Contactor Effluent pipe with two Chemical Injection/Sample Manholes to convey contactor effluent from the GAC Contactors to the existing Blend Vault; installation of one (1) 16-inch Backwash Supply pipe; installation of one (1) 30-inch Contactor Waste pipe to convey GAC Contactor waste to the existing Settling Tanks; and associated site civil, miscellaneous yard piping, electrical, and instrumentation and controls.
