Complete rehabilitation of the interior and exterior surfaces of the tank including miscellaneous structural repairs The City of Port Neches reserves the right to reject any or all bids or to waive any informalities in the bidding and to award the project based on the best bid which best represents the interests of the City of Port Neches. The successful bidder must furnish Performance Bond and Payment Bond on the forms provided in the amount of one hundred percent (100%) of the total contract price from a Surety or other Sureties acceptable to the Owner. The Owner reserves the right to award the contract at any time within sixty (60) days after bid opening. Bid Security, only in the form of: 1) a certified or cashier's check drawn on a Texas bank and made payable to the City of Port Neches; or 2) a bond executed by a surety company authorized to do business in Texas, in the amount of not less than five percent (5%) of the total bid, must accompany each bid at the time it is submitted. Bids must be submitted on the form shown in the Contract Documents. A Contractor Qualification Statement must also accompany each bid. Bids may be held by the City of Port Neches for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon) wage rate as issued and contained in the contract documents must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.
