Demolition, site work and renovation of a water / sewer project in Orlando, Florida. Completed plans call for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.

The project includes demolition of three existing horizontal non-clog centrifugal Return Activated Sludge (RAS) pumps, motors and base frames, concrete containment curbing, 12-inch, 14-inch and 16-inch suction and discharge piping and pressure gauges, check valves, electrical devices including E-Stop pushbuttons, junction boxes, VFDs, wire and conduit, and appurtenances as shown on the Contract Drawings; and furnishing and installing 12-inch, 14-inch and16-inch suction and discharge piping, fittings, and discharge Iso-Ring pressure gauge assemblies, three new horizontal non-clog centrifugal RAS pumps, including pumps, motors, base frames, electrical cables, painting, cleaning, startup, certified testing and vibration testing, training, and all other appurtenant work needed for a complete and operational pumping system, new electrical equipment including maintained Estop pushbuttons, local disconnect switches, modifications to motor control centers, VFDs, grounding systems, junction boxes, conduit, wiring, cables, controls, instrumentation, final terminal connections, supports, all other associated electrical appurtenances, and re-establishment of concrete containment curbing and force main discharge drain piping, fittings and valves. Question End Date 8/21/2020 5:00 PM Bids must be accompanied by a bid bond, certified check or cashier's check made out to the City of Orlando, or other security as provided by law, in an amount not less than 10% of the total base bid. Bidders must be appropriately licensed Florida Contractors pursuant to Chapter 489, Part I Florida Statutes to be considered responsible bidders and eligible to be awarded a contract. All questions about the meaning/intent of the Plans & Contract Documents must be submitted in writing before 5:00 P.M., Local Time, Friday, August 21, 2020, to Silvia.Coste@orlando.gov Procurement and Contracts Division, 400 S. Orange Ave., 4th Floor, Orlando, Florida 32801. Questions will be answered in accordance with Article 5 of the "Instruction to Bidders," replies will be given at a later date. Upon award of contract, the Low Bidder shall be required to provide Performance and Payment Bonds in the amount of the Contract Price. The Surety must be licensed to do business in the State of Florida, must be included on the United States Department of the Treasury's Listing of Approved Sureties, and must have at least an "A-" rating in accordance with the most current A.M. Best Company financial strength ratings. City of Orlando Minority & Women-Owned Business Enterprise Ordinance and Veteran Business Enterprise (VBE) program The CONTRACTOR shall be required to comply with the City of Orlando's Minority & Women-Owned Business Enterprise Ordinance (Chapter 57) and Veteran Business Enterprise (VBE) program (Chapter 7). The Supplementary Conditions establish requirements which must be achieved by the CONTRACTOR; certain required actions must be taken at least 10 days prior to bidding. The MBE/WBE Letters of Intent (see form in Supplementary Conditions) must be provided at the time of bid opening. If either or both the MBE/WBE goals are not met, MBE/WBE "good faith" documentation must also be provided at the time of bid opening. The VBE Participation form is provided in the Supplementary Conditions. CONTRACTOR is required to pay its workers, as well as its subcontractors providing services pursuant to a contract with the CITY, a living wage for the time spent providing services to the CITY. (This provision does not include general administrative personnel unless they are assigned to a CITY project.) "Living wage" means compensation for employment of not less than $13.00 per hour for straight time, exclusive of FICA, unemployment taxes, and workers compensation insurance and employee benefits. This provision shall apply to all bid and proposal awards for services which involve CITY expenditures that exceed $100,000.00 per year. The Owner reserves the right to waive any informalities, to reject any or all Bids, or to re-advertise for Bids. Awards, if made, will be to the lowest responsive, responsible bidder whose bid is most advantageous to the Owner, price and other factors considered.
