Site work and paving for a civil project in Paulsboro, New Jersey. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The work associated with the Billingsport or "OFF-SITE" portion of the Project generally consists of the replacement of old, unlined, 2-inch, 4-inch and 6-inch diameter cast iron water main with approximately 4,100 LF of a new 16-inch and another 1,300 LF 12-, 10-, 8-, 6- and 4-inch diameter cement lined ductile iron pipe main the existing elevated water tank on Nassau Avenue to the Paulsboro Marine Terminal. he work also includes modification and completion of two large 2-way meter vaults, replacing all existing water services along the route, abandonment of the old mains, reconnection of all sanitary laterals, roadway restoration, and associated concrete restoration work. The work associated with the Paulsboro Marine Terminal or "ON-SITE" portion of the Project generally consists of installation of an approximately 10,300 LF of new 12- and 10-inch diameter cement lined ductile iron pipe to be constructed within the Paulsboro Marine Terminal property. Neither Owner (Borough of Paulsboro), Gloucester County Improvement Authority, nor Engineer (Sickels & Associates, Inc.) will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. This "ON-SITE" water main system is to be connected to the Borough of Paulsboro water system at the two valve vaults on Mantua Avenue. The work also includes restoration of roadways and unpaved areas impacted by the water utility improvements. This project is funded in part by the United States Department of Agriculture (USDA Rural Development). The successful Bidder must comply with USDA requirements. This Contract is being bid in accordance with local public contract bid laws and Bidders shall comply with the Local Contracts Law, N.J.S.A. 40A:11-1 et seq, and USDA requirements. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. Disclosure of Federal Participation in Compliance with Stevens Act Requirements: Any contract or contracts awarded under the Advertisement for Bids will be funded in part by a grant from the U.S. Department of Commerce - Economic Development Administration (EDA). Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Borough of Paulsboro in the amount of five percent (5%) of the total bid amount. The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent (100%) of the total contract price. Said Certificate of Surety and Bonds must be in a form acceptable to the Borough of Paulsboro and be issued by a surety company listed on the United States Treasury Department Circular 570 and the New Jersey List of Approved Surety Companies. No bidder may withdraw its bid for a period of sixty (60) days after the actual date of the opening of the bids. Pursuant to N.J.S.A. 40A:11-23.3, if within five (5) days after Bids are opened, any Bidder files a duly signed, written notice with Owner that demonstrates, to the reasonable satisfaction of Owner, that there was a material and substantial mistake in the preparation of its Bid, that Bidder may withdraw its Bid, and the Bid security will be returned. Thereafter, if the Work is rebid, that Bidder will be disqualified from further bidding on the Work. Owner will determine the lowest responsible bid within the 60-day time frame set forth at N.J.S.A. 40A:11-24, subject to any agreed upon extension. The Contract, if awarded, will be to the lowest responsible bidder whose bid proposal conforms to the requirements set forth in the Contract Documents. The Borough of Paulsboro will award the Contract or reject the bids within sixty (60) calendar days after the date of the bid opening. Should there be any reason the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Borough of Paulsboro and the bidder. All bidders are required to comply with the requirements of P.L. 1975, C. 127 (N.J.S.A. 10:5-31 et seq.) (Affirmative Action), N.J.S.A. 34:11-56.27 et seq. (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et seq.). All bidders are further notified that they must comply with N.J.S.A. 52:25-24.2 and submit a Disclosure Statement listing stockholders with the bid. In addition, all bidders must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and the contractor and all subcontractors must be registered in accordance with the Act. All bidders are required to provide a copy of the contractors and subcontractors business registration certificate(s) issued by the Department of the Treasury in accordance with Section 1 of P.L. 2004, c.57 (C.52:32-44). The successful Bidder must also furnish an Initial Project Manning Report (AA201) upon execution of the Agreement. Contractor is advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c271, s3) if the contractor receives contracts in excess of $50,000.00 from public entities in a calendar year. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications. Furthermore, the Owner may request written clarification of any aspect of the bid where, in the Owner's opinion, ambiguities exist. A pre-bid meeting will be held at the PMT Administration Building, located on the Paulsboro Marine Terminal, off Industrial Road (aka Universal Road) in Paulsboro, New Jersey, on Wednesday, August 19, 2020 at 10:00 AM, prevailing time. The pre-bid meeting will be immediately followed by a site walk. Bidders are strongly advised to attend. It is additionally recommended that Bidders obtain and familiarize themselves with the Bid Documents in advance of the meeting. Bidders are advised that Personal Protective Equipment, including hard-hat, safety glasses, reflective vest, steel-toed boots, and face mask must be worn to access the site. It is requested that prospective bidders submit all questions in writing to the Engineer, Sickels & Associates, Inc., by the end of business Monday August 24, 2020. The attention of the bidder is called particularly to the USEDA Grant Program requirements with respect to women and minority percentages for construction employment. The Bidder's minimum employment goal shall be 17.3% for minorities and 6.9% for women. All USDA Rural Development and U.S. EDA forms which are part of this specification must be used as the forms for the Bid Documents, Contract and Completion. All USDA Rural Development and U.S. EDA bid document and project requirements shall prevail when they are more stringent than the requirements contained in the Borough's Contract Documents. The Contract shall not be approved until a favorable eligibility determination has been made by both U.S.EDA and USDA with respect to their program requirements. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract. The Borough of Paulsboro and the Engineer reserve the right to require a complete financial and experience statement from the prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. The Borough of Paulsboro reserves the right to reject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Borough of Paulsboro, in accordance with Local Public Contracts Law and will determine the lowest responsible and responsive bidder in compliance with N.J.S.A. 40A:11-24.
