Site work and renovation of a water / sewer project in Streeter, North Dakota. Completed plans call for site work for a water / sewer project; and for the renovation of a water / sewer project.

A pre-Bid conference will not be held for this Contract. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project The WORK under Contract 2020-1 consists of furnishing all labor and materials required to complete work for the replacement of existing 50,000-gallon bowl, coating system, roof repair of an existing building, removal of existing dry riser pipe, replacement of existing wet riser pipe, insulation jacket, new weir box and a portion of the overflow pipe, electrical work, new anti-climb components, new safety climb cable systems, new expansion joint, new heated recirculation pump system, and temporary screen work. The project is located in Stutsman County North Dakota. Each BID must be accompanied by a separate envelope containing a copy of a current and valid North Dakota Contractors License (must have been issued at least 10 calendar days before the date of Bid opening) and a BIDDERs Bond equal to five percent of the full amount of the BID, executed by the BIDDER as Principal and by a SURETY, conditioned that if the Principals BID is accepted and the CONTRACT awarded to the Principal, the Principal, within ten days after notice of award, shall execute a CONTRACT in accordance with terms of the BID and a CONTRACTORs BOND as required by law and the regulations and determinations of the City of Streeter. This project is being financed in part with federal Community Development Block Grant (CDBG) funds. Because of this, contractors and subcontractors working the project must follow certain regulations, which are specified at length in the Community Development Block Grant Provisions. All contractors and subcontractors on this project must pay minimum wage rates (Davis-Bacon) to their workers. All contractors submitting a bid for this project are required to make a good faith effort to solicit subcontract work from disadvantaged/minority business enterprises (DBE/MBE) and womens business enterprises (WBE). Bidders on this work will be required to comply with the Presidents Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the contract documents. Bidders on this work will be required to comply with Title 40 CFR Part 33. The requirements for bidders and contractors under this regulation concern utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Womens Business Enterprises (WBE) are explained in the contract documents. The preference given to a resident North Dakota Bidder will be equal to the preference given or required by the state of the nonresident Bidder, in accordance with N.D.C.C. Section 44-08-01. A "resident" North Dakota Bidder is one that has maintained a bona fide place of business within North Dakota for at least one (1) year prior to the date on which a contract was awarded. The Owner reserves the right to hold all bids for a period of 61 days after the date fixed for the opening thereof, and to reject any or all bids, and to award the Contract, if awarded, to the Contractor with the Bid that is determined to be in the best interest and most advantageous to the Owner. All BIDS will be made on the basis of cash payment for such WORK. The OWNER reserves the right to select any combination of Base Bid and/or Alternates under which the bids are to be compared and the CONTRACT awarded, to reject any and all bids, to consider other factors in selecting the bid which is in the best interest of the OWNER, and to waive any and all irregularities in any bid. The OWNER reserves the right to hold all BIDS for a period of sixtyone (61) calendar days after the date of the bid opening to complete financial arrangements.
