This project may contain Federal Funds. This project requires 25% DBE participation, or if the contract goal is not met documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all subconsultants the prime Consultant will be using are scheduled to attend an initial meeting on October 30, 2020 at 11:00 AM at the Office of Intermodal Project Implementation in Chicago. Phase III and maintenance oversight services are required for Amtrak related new Intercity Passenger Rail (IPR) service and capital improvement projects in Illinois, specifically for the reestablishment of the Chicago to Quad Cities IPR corridor. The Consultant Program manager (PM) will manage various component projects in order to assist the DOT in establishing this new service. Work orders under the blanket agreement will be negotiated and authorized by the department on an as-needed basis. All work for this project may be in either English or metric units. The estimated engineering fee for this project is $4,000,000. The completion date for this contract will be 60 months after authorization to proceed. The prime firm must be prequalified in the following categories to be considered for this project: Special Services (Construction Inspection) Transportation Studies (Railway Engineering) Statements of Interest must provide: an organizational chart, the approach the firm would take on this project, managing experience, all railway related experience, etc. Statements of Interest must also provide firm/staff experience in MicroStation, ArcGIS, and Primavera software systems. Consultants are also required to furnish a list of related railroad experience done in the last five (5) years by members of the Consultants current key personnel listed above. All resumes must include applicable railway experience. Statements of Interest, including resumes of the key people noted above must be submitted electronically to the Central Bureau of Design and Environment through the Engineering and Prequalification Agreement System (EPAS).
