As of October 16, 2025, this project remains on hold for funding. The Congress Street Bridge between Troy and Watervliet could be reduced from four traffic lanes to two to create a pedestrian/bicycle path and still handle the number of vehicles crossing the span daily, according to a draft study. The proposal, estimated to cost $900,000 to $2.3 million, would make it safer for people to walk or bicycle between the two cities, slow vehicular traffic and transform the 51-year-old bridge into a "regional destination," according to the study.
