he County of Riverside, Facilities Management Department - Project Management Office, is seeking qualified Progressive Design Build (PDB) Firms interested in contracting with the County to provide progressive design build services for the design and construction of a new Tiny Home Living Community within the RUHS Behavioral Health Harrison Campus to provide housing to patients as they transition into full community integration. This housing will facilitate the County's response and coordination to the COVID-19 pandemic and must be completed by December 15, 2020. This Request for Qualifications (RFQ) is being conducted in accordance with Board of Supervisor's Policy H-7. The RFQ process will follow a two-step process: Design-Build teams are invited to submit a Statement of Qualifications (SOQ) to the County of Riverside for consideration. For further information regarding this opportunity, please contact Dominick Lombardi, Project Manager, by e-mail dlombardi@rivco.org or by phone at 951-212-3520 The County of Riverside may select a short list of Qualified Firms to present to a selection committee or reserves the right to outright select the most qualified firm. If a short list of qualified firms is selected, the County will forward a presentation schedule and format. Once the final qualified firm is selected the qualified firm will be requested to submit a full proposal for the Project (Instructions and Requirements will follow the Notice of Selected Firm). Firms will be evaluated for selection based on the Firm's past Design-Build and/or Progressive Design Build Projects experience, the qualifications of design build team (construction and design), experience working with the County, overall approach on delivering this project, demonstrated ability to deliver within the constraints detailed, etc. The project shall include a site boundary of 5 acres with 80 tiny homes ranging in size from 285 sf to 832 sf. The site would require grading and utilities, foundations, landscaping, hardscape, and a 12’ perimeter block wall (see Exhibit A and Exhibit C). The project will also include demolition of buildings on the existing campus including Buildings 4, 5, 6, 7, 8, and the Old Dining Hall (see Exhibit B). The campus would then require to be installed the following: 1 new laundry trailer placed on Building 7 slab, 2 medical trailers placed on Building 7 slab, 1 maintenance and janitorial office trailer placed on Building 8 slab, 1 restroom trailer placed on Building 8 slab, and 2 climate controlled storage trailers placed on Building 8 slab. The target allowable design and construction cost inclusive of fixtures, furniture and equipment is $17M and must completed by December 15, 2020.
