Project Description and Scope of Work A. The intent of the meaning of the Contract Documents require that the Contractor, under the terms of this Contract, shall take such action as necessary and required to provide labor, plant, materials, equipment, transportation, facilities and appurtenances thereto, which are indicated, or reasonably implied by each drawing and each Section of the Specifications. B. The Township of Upper Darby is proposing to repair/rehabilitate a section of reinforced concrete pipe. The reinforced concrete pipe is failing and a potion of the pipe had to be repaired as part of a separate contract. The project proposes two (2) separate repair methods in order to ensure the long-term integrity of the pipe. It should be noted that the pipe is located at depths that range from 45' to 50'below grade and is located within a private cemetery. Repair methods include the excavation, removal and replacement ofthe damaged pipe as well as relining of the existing pipe utilizing a CIPP UV Liner, a Centrifugally Cast Concrete Pipe Liner, or a custom steel pipe liner. Details for the separate scope ofwork items are further described below: Base Bid 1: Base bid 1 consist of the excavating and removal of the damaged section of pipe. Once the damaged section of pipe is completely removed, we are proposing to install a corrugated steel pipe. While the means and methods for excavation and shoring are the responsibility of the contractor. It is anticipated that this work will include a deep benched excavation into the existing soils in order to install shoring to obtain access to the existing pipe. 1. Excavation - Excavation shall include all necessary means and methods in order to successfully cut the grade to an acceptable level in order to install a shoring system to access the pipe. It should be noted that any shoring systems or excavation methods shall be submitted to the Township Engineer for review and approval. All shoring assemblies shall be signed and sealed by a Registered Professional Engineer in the Commonwealth ofPennsylvania. 2. Pipe Removal and Replacement - Pipe removal and replacement shall include removal of the existing reinforced concrete pipe and replacement with a corrugated steel pipe to match existing pipe. Once the pipe is installed, the pipe shall be encased in 4,000 psi concrete for the entire length. Upon successfill completion of the installation of the pipe, the contractor will be required to backfill with soil excavated during the earthwork operation. It is not anticipated that borrow soil is required for this project. Pipe replacement will need to take place without bypassing the existing line. 3. The contractor will be required to secure the site and ensure adequate maintenance and protection of traffic throughout the work area. Additionally, the contractor will be required to maintain Erosion and Sediment Control Measures throughout the duration of construction. 4. The existing storm pipe runs parallel to a 15" Sanitary Sewer Line. It is not anticipated that the sanitary sewer line will be impacted as part ofthis project. However, the contractor will need to bypass pump the sanitary sewer line if necessary and the cost is included within the bid form. Bypass shall be completed in accordance with project specifications. Base Bid 2: Base bid 2 consist of the excavating, removal and replacement of the existing upstream manhole in order to facilitate the installation of a new pipe liner system. The pipe liner system shall include a CIPP UV Liner which will be installed over the length ofthe 390 LF of pipe. Excavation for the removal ofthe manhole will require a shoring system that will need to signed and sealed by a Registered engineer in the Commonwealth of Pennsylvania. 1. Manhole Replacement - Replacement of the manhole shall include all necessary means and methods in order to successfully cut the grade to an acceptable level in order to install a shoring system to access the bottom ofthe existing pipe. It is anticipated that the manhole replacement will serve as a second means ofingress and egress to the pipe and allow for the installation of the liner. Initially, the contractor will remove the existing manhole and utilize this area as an access point to install the CIPP UV Liner. Once the liner is installed, the contractor will install an 8' diameter manhole over the existing pipe for future access. The work will also consist of furnishing all materials, equipment and labor necessary for the construction of a 12-inch depth cement concrete footing at each existing manhole to be rehabilitated, including supplying, attaching and placement of pre-cast cement concrete manhole risers 2. Pipe Liner - The pipe liner shall include a CIPP UV Liner that will be installed over the entire length of the pipe for approximately 390 LF. The contractor is required to provide calculations to justify the liner thickness and loading to ensure that the liner can support the earth loads above. Preparation shall include cleaning and patching and protrusion within the line in order to ensure that the liner will not puncture post installation. It is the contractors' responsibility to provide appropriate shielding and or means and methods to eliminate protrusions in a safe manner in accordance with all OSHA Regulations. It is anticipated that this work will take place with a partial bypass ofthe storm line which is further detailed below. 3. The contractor will be required to secure the site and ensure adequate maintenance and protection of traffic throughout the work area. Additionally, the contractor will be required to maintain Erosion and Sediment Control Measures throughout the duration of construction. 4. The existing storm pipe has an active flow of stormwater during dry weather events. In order to facilitate the liner installation, the contractor will need to provide appropriate means and methods to control flows, which shall include a partial blockage ofthe pipe and pumping residual flows downstream. During storm events, the bypass pumping will not be feasible. During dry weather events, the pipe is partially submerged downstream at Cobb's Creek and the pipe end will need to be partially blocked. The upstream section has some residual upstream flow that will need to be blocked and pumped to keep the interior ofthe pipe dry. C. The contractor shall coordinate with the Engineer and with all site property owners for scheduling of all site operations. Contractor shall provide advance notice of three (3) days minimum to the Engineer prior to start ofwork. Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon the execution of the contract. The successful Bidder shall also be required to provide a Performance Bond in an amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of receipt of written notice of acceptance of the Bid. There is no physical public bid opening for this project, bids will be revealed via the PennBid website. A uniform fee of 0.333% ( of 1 percent) of the bid amount (up to $5,000) is applied only to bidders who are awarded contracts. No fees apply to bidders who submit without being awarded the contract. All interested parties must submit questions via the web based system, by the posted deadline for questions. Bidders are not permitted to contact the Township Engineer or staff directly. Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon execution of the contract. Projects 2 and 3 above are funded by Federal money and is therefore governed by the Davis Bacon Act, Human Relations Commission Regulations and Federal Equal Employment Requirements. The Contract Documents contain all pertinent regulations. The Township reserves the right to reject any or all bids or to accept any portion of any bid, and to award Contracts as is deemed best for the Township. Clarification Deadline: 8/27/2020 4:00 PM The buried graves are located approximately 100' from the existing pipe per the approved survey.
