Renovation of a residential development in Bangor, Maine. Conceptual plans call for the renovation of a residential development.

Awarded to Luat Tran The City of Bangor requests proposals for the purchase and development of the municipality's interest in the City owned property located at "16 Everett Street - Map Lot 032-121" to a Developer for the construction of a single family or multi-family housing unit. The City owned property which is located on Everett Street, consists of approximately .1 acre with 80 feet of road frontage and public utility accessibility. The property is zoned URD-2. Proposals will be reviewed by the Community and Economic Development Department of the City of Bangor and must be accompanied by a deposit in the form of a certified check or money order in an amount equal to or greater than ten percent (10%) of the bid price. The successful bidder's deposit shall be credited to the total purchase price of the property; unsuccessful bidders' deposits shall be returned. Bids will be reviewed by staff with a recommendation for approval by the Finance Committee of the City Council and approved by the full City Council. The City Council reserves the right to reject any and all proposals. The successful bidder must be current on all property tax, storm water sewer payments, and any other obligations due the City, haves no pending Code issues, and have all business licenses (if any). Should the City Council reject all proposals; the property may be offered again for public sale or some other method of disposal or sale. This property is being sold "as is-where is" in all regards including, without limitation, the status of title, environmental, and local permitting determinations. Conveyance will be by Municipal Quit Claim Deed with the covenants, conditions or restrictions that the successful developer shall execute a development agreement with the City. The City has not conducted, nor will it conduct, a title search, nor will the City warranty a clear title for any tax acquired property offered for public sale. The City of Bangor strongly advises any successful bidder to conduct a title search. The City of Bangor does not imply or guarantee that there are no other liens on this tax acquired property. The successful developer shall execute a development agreement with the City of Bangor. The agreement shall describe the proposed plan, number of units and the amount to be invested in the property and shall also provide a timeline for completion as well as obtaining applicable permits, including but not limited to a Certificate of Occupancy Permit from the Code Enforcement Office. The successful developer shall have thirty (30) calendar days from the date of City Council approval in which to execute a development agreement. In the event a successful developer fails, for any reason, to execute a development agreement in the time stated, the proposal acceptance shall become void. The City Council may thereafter negotiate a sale of the property with any or all unsuccessful developers. III. General Information General information is available on the City's electronically. By submitting a response to this solicitation, the Developer(s) accepts the responsibility for downloading, reading and proposing by the terms and conditions set forth in the City's "General Information for Vendors". All questions must be submitted in writing to bids@bangormaine.gov no later than 4:30 PM, Monday, August 24, 2020. The City will issue a response to any questions or inquiries submitted in writing by the date, on or before 4:30 PM, Thursday, August 27, 2020. The response will be in the form of an addendum, which will be available on the City's electronically. VII. Submission Requirements Proposals must be written and presented on the provided bid form. Proposals must be in a sealed envelope marked "Development of Housing -16 Everett Street". All proposals must have detailed plan drawings or conceptual drawings and specifications of the proposed project. The method of contractor selection has not been determined at this time.
