Demolition, site work, new construction and renovation of a civil project in Logan Township, New Jersey. Completed plans call for the demolition of a water / sewer project; for the construction of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.
The project consists of the following main project elements: (a) Replacement of the existing effluent force main. This work includes replacement of the existing 12-inch effluent force main with approximately 9,370 linear feet of 20-inch High Density Polyethylene (HDPE) force main in Logan Township, Gloucester County, New Jersey. The replacement involves various methods of installation, including direct burial, horizontal directional drilling, and jack and bore. The work also includes reconfiguration of Jefferson Lane. (b) Effluent pump station upgrades. This work includes upgrades to the existing effluent pump station at the LTMUA Water Reclamation Facility (WRF), including replacement of the existing submersible pumps, new wet well top slab, new valve chamber, bypass pumping valve chamber, piping, valves, pump controls, variable speed drives and other associated electrical improvements. (c) Headworks upgrades. This work includes demolition of the existing Headworks facility, and construction of new screening and grit removal facilities at the LTMUA WRF. (d) Pump Station No. 12 upgrades. This work includes demolition of the existing pump station and construction of a new wet well, installation of new submersible pumps, an in-line grinder, a pre-engineered pump station building installed on a new concrete foundation with piping, valves, HVAC equipment, pump controls, electrical distribution systems and incorporating the existing Pump Station No. 12 emergency generator, new flow meter chamber and miscellaneous site improvements. Bids must be made on the standard bid form in the manner designated in the Contract Documents and must be enclosed in a sealed envelope marked with "Sealed bids enclosed", bearing the name and address of the bidder and the name the contract identified on the outside. If a bid is mailed, it should be sent to the attention of Mr. Christopher Whalen, LTMUA Superintendent, addressed to the LTMUA. All interested parties are invited to attend the bid opening at the LTMUA Administration Building. Questions regarding the project must be made in writing and directed to the Engineer, Mr. Timothy D. Bradley, P.E., Kleinfelder Vice President (Fax 609-924-8831), and copied to Mr. Christopher Whalen, LTMUA Superintendent (Fax 856-467-8551). Answers to questions that are submitted in writing by 10:00 A.M. prevailing local time on August 31, 2020 will be provided to all potential bidders who have purchased Contract Documents. Bid Security in the amount of ten percent (10%) of the bid or $20,000.00, whichever is less, must accompany each Bid in accordance with the Instructions to Bidders. All applicable surety bonds required in connection with the advertisement and award of the contract shall be written by a surety company authorized to do business in the State of New Jersey and be listed on the current U.S. Department of the Treasury Circular 570. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24 the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 and P.L. 1975, c.127. "NON-DISCRIMINATION IN EMPLOYMENT" Contracts for work under this Bid will obligate the contractors and subcontractors not to discriminate in employment practices. An Affirmative Action Program is also required under New Jersey P.L. 1945, C.169, as amended by P.L. 1975, C.127. All bids shall remain irrevocable for sixty (60) days after the actual date of the opening thereof unless delayed due to the required approval of a government agency. The Authority reserves the right to waive any informalities or to reject any and all bids, if it is in the public interest to do so.
