Site work and paving for a road / highway in Pennsville, New Jersey. Completed plans call for paving for a road / highway; and for site work for a road / highway.

**As of June 10, 2021, Project has been awarded. Award amount is $454,779.87.** There will not be a Pre-Bid Meeting. Pennsville Township Bikeway - Phase I (base bid w/ alternates) consists, but not limited to all labor, material and equipment necessary or required to complete all proposed improvements to Pennsville Township Bikeway - Phase I, as set forth in the specifications and construction plans. New asphalt bikeway, landscaping requirements, roadway I bikeway striping, signage, installation of concrete curb and gutter and top soiling, hydro-seeding . Bidders shall adhere to the Local Finance Notice 2020-06 from the New Jersey Department of Community Affairs Division of Local Government Services, the Division recommends establishing a protocol for hand delivery of bids that limits exposure to pathogens. The protocol includes: Bids will be opened and read aloud in the offices of Sickels and Associates Inc., at the time and date designated in the Notice to Bidders. Any observers of the opening are requested to refrain from person to person contact (i.e. handshaking , etc.) and maintain a minimum of 6 feet of personal space between individuals (i.e. social distancing). Any observers of the bid opening are requested to follow the prevailing health and public safety guidelines from applicable authorities . Bids must be enclosed in a sealed envelope bearing the bidders name and address labeled Pennsville Township Bikeway -Phase I and addressed to the Township of Pennsville c/o Sickels and Associates, Inc. 833 Kings Highway, Woodbury, New Jersey 08096, Attention Mrs. Angela Foote, Township Clerk. If forwarded by mail, the sealed envelopes containing the bid must be enclosed in another envelope addressed to the Township of Pennsville c/o Sickels and Associates, Inc. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashiers check or bid bond payable to the Township of Pennsville in the amount of ten percent of the total bid amount but not in excess of $20,000.00. The Contract, if awarded, will be to the lowest responsible bidder whose bid proposal conforms to the requirements set forth in the Bidding Documents. If the bidder supplies their own Fed Ex shipping no., Sickels and Associates, Inc. will utilize that information for shipping. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the issuing office. Each Bidder must purchase the Bid Documents from the issuing office in order to submit a bid. The Township will award the Contract or reject the bids within sixty (60) municipal days after the date of the bid opening. Should there be any reason the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Township and the bidder. All bidders are required to provide a copy of the contractors and subcontractors business registration certificate(s) issued by the Department of the Treasury in accordance with Section 1 of P.L. 2004, c.57 (C.52:32-44). All Contractors and subcontractors must also comply with the Public Works Contractor Registration Act (P.L. 2203, c.91) and P.L. 1977, c.33 (Disclosure of Ownership). The successful bidder shall also comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Certificate of Surety shall be written by a surety company listed on the United States Treasury Department Circular 570 and the New Jersey List of Approved Surety Companies. The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent of the contract price. Said bonds must be in a form acceptable to the Township of Pennsville and be issued by a surety authorized to do business in the State of New Jersey . The successful bidder must comply with Affirmative Action requirements pursuant to Public Law 1975 C. 127 (N.J.A.C. 17:27) as revised and amended to date, and must furnish an Initial Project Manning Report (AA201) upon execution of the Agreement. Contractor is advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c271, s3) if the contractor receives contracts in excess of $50,000.00 from public entities in a calendar year. It is the Contractor's responsibility to determine if filing is necessary. Additional information on this requirement is available from ELEC at 888-313-3532 or at electronically. The Township of Pennsville and the Engineer reserve the right to require a complete financial and experience statement from the prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. The Township of Pennsville reserves the right to reject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Township of Pennsville. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications.
