The City Council of Charlotte, Iowa, will hold a public hearing on the proposed plans, specifications, form of contract, and estimate of cost for the Charlotte Embankment Repair FEMA #190233 project in accordance with the provisions of Chapter 26, Code of Iowa, at 6:45 p.m. on September 1, 2020, using the same Zoom meeting information listed. Said proposed plans, specifications, form of contract, and estimate of cost are now on file in the office of the City Clerk. At said hearing any interested person may appear and file objections thereto or to the cost of the improvements. Work on the improvement shall be fully completed and ready for acceptance within 10 consecutive calendar days thereafter and is to be completed by November 16, 2020. Liquidated damages in the amount of $0 per calendar day will be assessed for each day that the work shall remain uncompleted after the end of the contract period, with due allowance for extension of contract period due to conditions beyond the control of the Contractor, as approved by the City Council. All bids must be filed with the City of Charlotte (Owner) on or before the time herein set. No bid security is required. No bidder may withdraw a proposal within thirty (30) days after the date set for receipt of bids. The successful bidder shall be required to furnish a Contractor's Improvement Bond on the form provided in the specifications in an amount equal to one hundred percent (100%) of the contract price. The bond is to be issued by a responsible surety, approved by the Owner and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and protect and save harmless the Owner from all claims and damages of any kind caused by the operation of the Contractor. The City of Charlotte hereby reserves the right to reject any or all bids and to waive informalities and irregularities and award a contract as deemed to be in the best interest of the Owner. The bid totals will be available at and after the public bid openings.
