Site work and new construction of a water / sewer project in Bismarck, North Dakota. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.
As of November 9,2020 Award for Contract 4 was issued to ICS, Inc. – Grand Forks, ND in the amount of $6,073,183.00. Contract 5 was issued to DN Tanks, Inc. – Wakefield, MA in the amount of $3,164,800.00. There are five (5) Contracts: Contract No. 1 - General Construction; Contract No. 2 - Mechanical Construction; Contract No. 3 - Electrical Construction; Contract No. 4 - Combined General, Mechanical, and Electrical Construction, which includes all Work for Contracts 1, 2, and 3; and Contract No. 5 - 4.5 MG Reservoir Construction. The Contract(s) shall be awarded to the lowest responsive bidder(s). The sum of Contracts 1, 2, 3 will be compared to Contract 4 to determine the lowest bid. Either Contracts 1, 2, 3 and 5 will be awarded, or Contracts 4 and 5 will be awarded. The General Construction Contractor from Contract 1 will assume responsibility for coordinating the work of the prime contractors responsible for other contracts awarded. The scope of Work for each Contract generally consists of the following: CONTRACT NO.1 - GENERAL CONSTRUCTION Construction work includes but is not limited to: Site stripping, demolition of existing 10-ft X 12-ft slab-on-grade structure; construction of new 140-ft X 50-ft, concrete, steel, and precast Booster Pump Station; miscellaneous metalwork, doors, windows, flooring, and coatings; and other miscellaneous Work. Site piping in sizes ranging from 4-inch to 18-inch, site grading work outside of the reservoir limits, site paving, landscaping, and other miscellaneous Work. Construction work includes but is not limited to: Construction of new process piping in sizes ranging from 1.25-inch to 18-inch, valves, actuators, meters, supports, high service and jockey pumps, surge tank system, mechanical coatings, sump pumps, plumbing, HVAC; and other miscellaneous Work. Construction work includes but is not limited to: Construction of new PLC/PC based process control systems, control consoles, MCCs, VFDs, starters, buried cable, general building and process control electrical Work; and other miscellaneous Work. The Contractor will not perform work or permit the performance of Work by subcontractors outside regular dusk to dawn working hours or on Saturdays, Sundays, or legal State holidays without providing written notice of proposed work to the Engineer a minimum of 5 days in advance and contingent on the Owner's written consent. All work associated with Contracts 1, 2, and 3 combined. Construction of new 4.5 MG Reservoir, excavation and backfill for construction of reservoir, interior and overflow piping within reservoir, metalwork, hatches, coatings; and other miscellaneous Work. Each bid shall be submitted on a form furnished as part of the contract documents and must be accompanied by a separate envelope containing a Bidder's Bond with Acknowledgement of Surety in an amount not less than 5% of the full amount of the bid made payable to the order of or for the benefit of the North Dakota State Water Commission. The bid bond shall be executed by the bidder as principal and by a surety company authorized to do business in the State of North Dakota, conditioned that if the principal's Bid be accepted and the contract awarded to the principal, within ten (10) days after Notice of Award, the Principal shall execute a contract in accordance with the terms of the bid and contractor's performance and payment bonds as required by law and the regulations and determinations of the North Dakota State Water Commission. A bid submitted without this information properly enclosed in the bid bond envelope shall not be read nor considered and the envelope shall be resealed and bid returned to the bidder immediately. Each bid shall be sealed and delivered to the North Dakota State Water Commission at the location designated in this notice for the opening of bids at or before the time in this notice provided. Unless a bidder obtains a contractor's license for the full amount of its bid within twenty days after it is determined the bidder is the lowest responsive and responsible bidder, the bid must be rejected and the contract awarded to the next lowest, responsive, responsible, and LICENSED bidder. Substantial Completion for all WORK shall be April 30, 2022. Final Completion for all WORK shall be June 15, 2022. The State of North Dakota, acting through the State Water Commission, reserves the right to select the schedule(s) under which the bids are to be compared and contract(s) awarded, to reject any and all bids, to determine whether a bidder is responsive and responsible and to waive any and all irregularities in any bid. This is a reminder that, as indicated in Addendum 1, the pre-Bid conference will be held by video conference at 10:00 a.m. on September 10, 2020. The conference will accessible via Microsoft Teams. The conference will also be accessible via call-in conference line. All bidders planning on attending the meeting shall send an invite request, via email, with the subject “Lansford Pre-Bid” to Rusten Roteliuk at rroteliuk@houstoneng.com prior to Noon on September 9, 2020. Please send your invite request in if you are planning on attending the pre-bid conference. You may disregard if you have already received your invite or if you are not planning on attending the pre-bid conference.
