Nos. 6080(007) and 6130(012) & State Pre-Bid Conference and/or Site Visit Information: N/A District Number(s): 4 Thomaston Project no: 80-131, 289951.6112.0710 Federal Aid Project Nos. 6080(007) & 6130(012) 9110290 State Project No. 80-131 & 130-184; Superstructure Replacement of Bridge No. 01160 Benson Road and Bridge No. 01157 Bucks Hill Road over I-84 in the Towns of Middlebury and Southbury CTDOT Online Pre-Bid Q and A Website Instructions/Requirements for Bidders http://dot-contractsqanda.ct.gov/Default.aspx Project Location: Bridge 01157 is located on Bucks Hill Road over Interstate 84 in the Town of Southbury. The bridge is located approximately 0.7 miles West of Route 188. The bridge carries two lanes of traffic. Bridge No. 01157 was constructed in 1964; it is a two span, 257 foot long welded steel plate Girder Bridge with a 34 foot curb to curb measurement. The superstructure is supported by reinforced concrete abutments and reinforced concrete piers. The concrete deck and superstructure are significantly deteriorated and rated "5" and "4" respectively in the latest Inspection Report. The bridge is currently on List 30. Replace superstructure 2. Reconstruct concrete bearing pads at abutments and pier 3. Install new elastomeric bearing pads 4. Substructure repairs 5. Coat entire substructure with a surface sealer DBE Submittal Requirements - The two (2) lowest bidder's DBE Commitment Approval Request form(s) meeting the established DBE contract goal percentage or Good Faith Effort (GFE) Application Request including all "backup" documentation, as applicable, are due to the Department no later than five (5) calendar days after the bid opening. It is highly recommended that all bidders complete the required documentation during their bid preparation process in order to meet the DBE submittal requirement. If not received on time your bid may be rejected as provided by Section XI of the Construction Contract Bidding and Award Manual. SBE Submittal Requirements - The low bidder's SBE Commitment Approval Request form(s) meeting the established SBE set-aside percentage or Request for Waiver application are due to the Department no later than five (5) calendar days after the bid opening. It is highly recommended that all bidders complete the required documentation during their bid preparation process in order to meet the SBE submittal requirement. If not received on time your bid may be rejected as provided by Section XI of the Construction Contract Bidding and Award Manual. Prequalification Requirements: Prospective bidders must be prequalified with the Department of Transportation and have on file a sworn Statement (CON 16) by the time of the bid. In order to help ensure that prospective bidders may become prequalified in time for the bid opening for a given contract, contractors should be certain to return the Prequalification Application (CON 16) with all necessary information, signatures and notarized documents, to the DOT Contracts Unit at least thirty (30) calendar days before requesting a bid proposal form for that contract. All prospective bidders requesting to obtain the official Bid Proposal Form must submit a completed Bid Proposal Request Form (Part C) to the DOT Contracts Unit per the above instructions. If the Bid Proposal Request Form (Part C) and the Contractor Prequalification Application are found to be satisfactory, the bidder will receive an email response from the Department instructing the bidder to download the electronic Bid Proposal Form Bid Security: Except when otherwise specified in the bid documents, no proposal will be considered unless; (a) it is accompanied by a proposal guaranty in the form of a bid bond from a surety company, satisfactory to the Commissioner, on the form furnished by the Department, in an amount equal to at least 30% of the amount of the bid; or (b) the bidder has on file in the Contract Section a current annual bid bond, satisfactory to the Commissioner, on the form provided by the Department for an amount equal to at least 30% of the aggregate amount of all current bids by the bidder for the Department's construction contracts. DOT encourages all bidders to file an Annual Bid Bond with the Department so that the bidder does not have to submit a bid bond each time they bid on a specific project/proposal. Pre-Bid Questions and Answers: Questions pertaining to DOT advertised construction projects must be presented through the CTDOT Pre-Bid Q and A Website. The Department cannot guarantee that all questions will be answered prior to the bid date. Please Note - at 9:00 am Monday (i.e. typical Wednesday Bid Opening) the project(s) being bid will be closed for questions, at which time questions can no longer be submitted through the Q and A Website. Answers may be provided by the Department up to 12:00 noon, the day before the bid. At this time, the Q and A for those projects will be considered final, unless otherwise stated and/or the bid is postponed to a future date and time to allow for further questions and answers to be posted. If a question needs to be asked the day before the bid date, please contact the Contracts Unit staff and email your question to dotcontracts@ct.gov immediately. The minimum rates to be paid labor of the various classifications shall be in accordance with current schedule of wages established by the State Labor Commissioner as provided in the Connecticut General Statutes, as revised. The Contract Wage Certification Form is to be submitted to the Labor Commissioner before the award of the contract. The Department, prior to the awarding of any contract, may require further financial and other information from any applicant who becomes the low bidder for that contract. The Commissioner of Transportation reserves the right to reject any and all bids. ConnDOT - Superstructure Replacement of Bridge No. 01160 and 01157 Bridge No. 01157 Bucks Hill Road over I-84: A maximum of 245 consecutive days will be allowed for the closure of Bucks Hill Road and Bridge 01157 beginning on Monday, March 29, 2021 at 12:00 a.m. and ending on or before Sunday, November 21, 2021 at 11:59 pm. A corresponding approximate 4.1 mile detour will service the traffic as detailed within the Contract. The reopening of the noted bridge and route is defined below. The tasks are: The closure time frame begins with the uncovering of the detour signage required on the Detour Plan Removal of concrete deck, parapet and girders Pier removal Reconstruction of Pier Girder erection Construction of concrete deck, parapet and approach pavement Pave Bucks Hill Road Installation of fence Installation of guiderail system Removal of all signs pertaining to the closure of Bucks Hill Road, as shown on the Detour Plan MILESTONE: The closure timeframe ends with the completion of all above tasks and ancillary work thereto and with the reopening of Bucks Hill Road to normal traffic operations, exclusive of temporary alternating one-way traffic operations, as specified within the contract that may be necessary to complete the project. Normal traffic operations are defined as one lane of traffic open in each direction with full shoulders. Bridge No. 01160 Benson Road over I-84: A maximum of 245 consecutive days will be allowed for the closure of Benson Road and Bridge 01160 beginning on Monday, February 28, 2022 at 12:00 a.m. and ending on or before Sunday, October 30, 2022 at 11:59 pm. A corresponding approximate 2.7 mile detour will service the traffic as detailed within the Contract. The reopening of the noted bridge and route is defined below. The tasks are: The closure time frame begins with the uncovering of the detour signage required on the Detour Plan Removal of concrete deck, parapet, sidewalk and girders Pier cap removal Reconstruction of Piers Girder erection Installation of proposed water main, sewer main, gas main and conduits below bridge deck Construction of concrete deck, parapet and approach slab Membrane bridge deck Pave Benson Road Installation of fence Installation of guiderail system removal of all signs pertaining to the closure of Benson Road, as shown on the Detour Plan MILESTONE: The closure timeframe ends with the completion of all above tasks and ancillary work thereto and with the reopening of Benson Road to normal traffic operations, exclusive of temporary alternating one-way traffic operations, as specified within the contract that may be necessary to complete the project.
