Site work, paving and new construction of a mixed-use development in Elizabeth, New Jersey. Completed plans call for the construction of a 217,596-square-foot, seven-story above grade, one-story below grade municipal facility; 28-space parking garage; and for site work for a 92-space sidewalk / parking lot.
As of May 2, 2024, an awarded general contractor has been confirmed and construction is now underway. Project consists of two-building municipal complex. Site work is complete. This is a new government complex with a central outdoor plaza and underground parking below building no.1. The project will be housed in (2) separate and distinct buildings featuring similar facade treatments. Building no. 1 consists of a six story structure and occupies the west end of the site. Building no. 1 (administration building) will house all the counties administrative staff that includes a commissioners public meeting room and café with a parking deck below for controlled parking. Building no. 2 (human services building) consists of a seven story structure and will contain two public lobbies, a cafe with shared facilities for training & conferences and house all the counties social services staff with controlled access for the public client management. A raised outdoor plaza located between the buildings is accessed from Building no. 1. both buildings will be type 1b construction, and fully sprinklered in accordance with the ibc section 903.2. Building 1: 82,363 square feet Building 2: 135,233 square feet The property is owned by the County of Union and is located at 61-99 West Grand Street and designated as Block 6, Lot 1589 on official tax map of the City of Elizabeth. If the Bidder has any questions or finds any perceived error or omission in the RFB or any conflict or discrepancy within the RFB, the Bidder shall submit a written Request for Information to the Authority for interpretation or clarification. The Bidder shall be responsible for delivery of all such RFIs to Dr. Bibi Taylor, Executive Director at btaylorUCIA@ucnj.org, the Authority's Special Counsel, Leslie G. London, Esq. at llondon@msbnj.com, Jaime Masler @JMasler@digrouparchitecture.com, and Troy Marzziotti at tmarzziotti@mastconstruction.com, not later than December 29, 2023 at 4:00 p.m. No oral interpretations and responses will be made. Responses to all RFI will be made by Addenda by no later than January 12, 2024. The Project schedule anticipates the commencement of construction of the Project (Notice to Proceed) on or about March 1, 2024 in order to achieve substantial completion, with a Temporary Certificate of Occupancy at a minimum, and ready for occupancy by the County by no later than July 30, 2026, which is 882 Days from the issuance of the Notice to Proceed. The Project is being procured as a lump sum bid proposal and the Contract will be subject to New Jersey's Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq. The Project is also subject to a Project Labor Agreement. The Successful Bidder for this Project will be required to enter into a Project Labor Agreement with the relevant labor unions. The form of PLA is attached to these Bid Documents in Appendix C. Project value estimated between $115,000,000 - $125,000,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
