Estimated Value: $35M to $55M The City is requesting qualifications in order to prequalify Design-Build Entities (DBE) for the Project. This RFQ invites qualified DBEs, that have experience with groundwater treatment plant design and construction, to submit a Statement of Qualifications (SOQ) for the Project. The DBE will submit SOQs that describe its overall qualifications, experience and capacity for completing the Project. The City is using a two-step procurement process for selecting the Successful Proposer. Step 1 includes prequalifying three highest-ranked, most qualified respondents by evaluating SOQs, including but not limited to checking references. In Step 2, the City will invite those Most Qualified Respondents to submit Proposals in response to the RFP; only the Most Qualified Respondents will be eligible to submit Proposals. The Program will be funded through APU's capital budget. The Program is estimated at $80 million to $100 million and is expected to be delivered in approximately three phases (three separate DB projects, Phases 1A, 1B, and 1C) over five years. This solicitation is for Phase 1A and is the first DB Project within the Program and its estimated cost is $35-55 million. Phase 1A does not include scope for the design, construction, or rehabilitation of current or future wells. APU will procure well-related scope via separate procurements.
