Several portions of the project are still in the design phase. Nine remaining construction contracts are expected to commence between 2022 and 2026; all construction for the Port Arthur Project is expected to conclude in 2028. Congress approved $4 billion for the program in 2018, over $800 million designated for the Port Arthur Project. The Port Arthur Project received funding support from Texas, the Texas General Land Office, and the Gulf Coast Protection District. The USACE will manage design and construction and Jefferson County Draining District #7 will operate and maintain the system after completion. The project provides critical improvements to increase protection from storm surge. Communities are protecting themselves against increasingly stronger tropical storms and rising sea levels over the next 50-100 years. _________________________________________________________ Public Notice U.s. Army Corps Of Engineers Notice of Public Information Session for the Port Arthur and Vicinity Coastal Storm Risk Management Project, Jefferson County, Texas The U.S. Army Corps of Engineers (USACE) Galveston District is hosting three public information sessions for the Port Arthur and Vicinity Coastal Storm Risk Management (CSRM) Project." Due to COVID-19, these public information sessions will only be held virtually. Sessions will include an introduction and overview of the Port Arthur and Vicinity CSRM Project as well as information about project status and next steps. A question-and-answer session will be held following the presentation. The Port Arthur and Vicinity CSRM Project is one of three projects included in the Sabine Pass to Galveston Bay CSRM Program, known collectively as "S2G." Port Arthur and vicinity features an existing Hurricane Flood Protection Project (HFPP) that was authorized by the Flood Control Act of 1962. This HFPP protects the area from coastal storm surge events from the Gulf of Mexico. To provide an increased level of protection over the next 50 years, the Port Arthur and Vicinity CSRM Project will raise approximately six miles of the existing levee system, construct or replace approximately six miles of floodwall, install 1,830 feet of new earthen levee in the Port Neches area, and replace 26 vehicle closure structures to reduce storm surge penetration in that area. One portion of the Port Arthur and Vicinity CSRM Project is currently under construction by the Galveston District, while other sections are in the preconstruction engineering and design (PED) stage. Construction of the entire Port Arthur and Vicinity CSRM Project is expected to complete by 2026. GALVESTON DISTRICT U.S. Army Corps of Engineers Port Arthur News: Oct. 1, 2021 PUBLIC MEETING _____________________________________________ https://www.spartnerships.com/newsletter/current/tgi.html The omnibus funding bill signed into law on December 27 authorized 20 water infrastructure projects in Texas under the Water Resources Development Act (WRDA) of 2020. Authorization of the Houston Ship Channel Expansion Improvement Project will bolster efforts to expand the port. As the local sponsor of this federal waterway, Port Houston is partnering with the U.S. Army Corps of Engineers (USACE) as well as private industry on a plan to expand the channel at an accelerated pace. The Houston Ship Channel expansion - Project 11 - will widen the channel by 170 feet along its Galveston Bay reach, from 530 feet to 700 feet, and it will deepen upstream segments to 45 feet, make other safety and efficiency improvements, and craft new environmental features. Port officials said they anticipate beginning work on this project in early 2021. Once the WRDA is enacted, the next step in the project delivery process will be to secure a New Start designation from the Administration and discretionary funding from USACE. In addition, the legislation authorized the: Feasibility studies for flood risk management projects for Port Arthur and Orange County, Chocolate Bayou, and Port of Victoria. The WRDA requires the Secretary of the Army to provide a status update on efforts to address flooding at Wilson and Sloan creeks in Fairview, and it directs the USACE to assist El Paso County with a proposal to modify the authorized funding level for a water related infrastructure project. In addition, the new law directed the Corps to identify specific engineering and maintenance deficiencies for levees across Texas and reauthorized the Rio Grande Environmental Management Program in Texas, New Mexico, and Colorado through 2029. _______________________ The U.S. Army Corps of Engineers, Galveston District Office requires a contract for Port Arthur & Vicinity (PAV) 02 Coastal Storm Risk Management (CSRM) - Floodwall Replacement Project Information: This project will consist of replacement on the existing Port Arthur and Vicinity Hurricane Flood Protection system. The contract currently is planned to include approximately 0.2 miles of floodwall replacement on the existing Port Arthur and Vicinity Hurricane Flood Protection system. The scope will include demolition/removal of approximately 23,000 square feet of steel sheetpile, 40,000 vertical linear feet of piles and construction of a new floodwall within the current project easement boundary. Portions of the floodwall are located in the water therefore, construction will require close coordination with vessel traffic, port and plant operations. Construction work may occur during Hurricane season, therefore temporary flood protection will be required during this timeframe; as this project will be removing part of an existing flood protection system. The work will require all safety and security requirements of any impacted property owners' facilities, such as a railroad and an industrial plant to be followed, in addition to all USACE safety requirements. The contract to complete this work is currently anticipated to be issued as a Design-Build requirement, with a two-phase approach. The estimated award date for this project is on or before February 18, 2021. Completion Time: Estimate duration is approximately 680 calendar days. The Contractor will be required to provide the Performance and Payment Bonds within 5 calendar day after award. The contractor shall begin work within 10 calendar days after acknowledgement of the Notice to Proceed. The Solicitation will be issued Unrestricted, under Full and Open Competition. Best Value Trade-Off Source Selection method will be utilized in awarding of a Firm Fixed Price contract. A response date on or about October 23, 2020. The Phase 2 solicitation is TBD, dates will be provided within the phase one solicitation when issued. The Sub-contracting Goals for the Galveston District are: Small Business 35.60%; Women Owned Small Business 6.5%; Small Disadvantaged Business 19%; Service-Disabled Veteran-Owned Small Business 3.6%; HUBZone 5%. The North American Industrial Classification System (NAICS) Code applicable to this project is 237990. The Small Business Size Standard is over $36.5mil.
