As of December 22nd, 2020 this project has not yet been awarded. A timeline for award has not yet been established. This plan seeks to provide both a high-level vision for comprehensive revitalization of the former Oaktree Apartments site located at 9012 Pinehurst Drive North in Indianapolis and provide an implementation plan necessary to achieve this vision. The plan seeks to collaborate with area residents and stakeholders to achieve a realistic vision for revitalization of the site. To do this effectively, the plan must first understand the underlying potential market of the study area and site, including evaluating the relative competitiveness of current development types and patterns in the area. Based on this underlying economic evaluation, the plan then seeks to develop a focused revitalization strategy and implementation action plan that identifies specific and catalytic public-sector investments and/or tools that are needed. The City reserves the right to reject any or all responses to this RFQ, to waive any informality or irregularity in any RFQ responses received, and to be the sole judge of the merits of the respective RFQs responses received.
