Site work for a water / sewer project in Caldwell, Texas. Completed plans call for site work for a water / sewer project.
The work includes constructing two (2) new water wells with an approximate capacity of 175 gallons per minute each to serve Beaver Creek Subdivision in Burleson County, Texas Bids shall be submitted in sealed envelopes upon the blank form of proposal furnished. All proposals shall be accompanied by bid guarantee equivalent to five percent (5%) of the bid price (Water Code 17.183) as a guarantee that the bidder will enter into a contract and execute performance and payment bonds within fourteen (14) days after notice of award. If a bid bond is provided, the contractor shall utilize a surety company which is authorized to do business in Texas in accordance with Surety Bonds and Related Instruments, Chapter 3503 of the Insurance Code. A certified or cashier's check on a responsible bank made payable to the Owner may be furnished. Bids without check or bid bond will not be considered. The bid security will be forfeited to the Owner by the bidder as damages as default if the bidder fails to execute and deliver a contract and bonds as required. The successful bidder must furnish performance and payment bonds upon forms provided in the amount of one hundred percent (100%) of the contract price from a responsible surety company authorized to do business in the State of Texas and satisfactory to the BCWCID#1. The project is to be funded through a Texas Water Development Board (TWDB) Economically Distressed Areas Program (EDAP) grant. This contract is contingent upon release of funds from the TWDB. Any contract(s) awarded under this Invitation for Bids is/are subject to the United States Iron and Steel (U.S. I&S) requirements of Texas Water Code 17.183 and/or Texas Government Code, Chapter 2252, Subchapter F, as amended by SB 1289, 85th Legislative Session, as applicable. A governmental entity may not award a governmental contract to a nonresident bidder unless the nonresident underbids the lowest bid submitted by a responsible resident bidder by an amount that is not less than the amount by which a resident bidder would be required to underbid the nonresident bidder to obtain a comparable contract in the state in which the nonresident's principal place of business is located. A non-resident bidder is a Contractor whose corporate offices or principal place of business is outside of the state of Texas (Source: Texas Government Code, Chapter 2252, Subchapter A, Nonresident Bidders, 2252.002). BCWCID#1 reserves the right to reject any or all bids and to waive any or all formalities in bidding. In case of ambiguity or lack of clearness in stating prices in the proposal, the BCWCID#1 reserves the right to adopt the prices written in words or to reject the proposal. Bids may be held by BCWCID#1 for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders' qualifications prior to the contract award. Bidders are expected to inspect the site of the work and to inform themselves of local conditions and carefully examine the specifications and other documents. Should a bidder find discrepancies in, or omissions from the specifications or documents, or should he question their meaning, he should at once notify Jones & Carter, Inc. and obtain clarification prior to submitting any bid.
