**As of October 15, 2020 this project has been awarded to D&L Paving Contractors, Inc. in the amount of $811,708.03. The work includes roadway improvements along a 3,700 foot portion of Glenwood Avenue from Lackawanna Place in the vicinity of the Township's Lackawanna Train Station to the East Orange Municipal boundary, including milling and resurfacing, installation of ADA complaint curb ramps, traffic striping, signage, and other ancillary improvements within the projects area. The project will also include streetscape improvements along the east side of Glenwood Avenue between Conger Street and Washington Street including stamped concrete sidewalk, street trees, tree grates, trash receptacles, bike racks, concrete driveway aprons, milling and resurfacing, rapid rectangular flashing pedestrian beacon, traffic striping, signage, ornamental street lights and conduit and other ancillary improvements. Work to be completed in 90 calendar days. Bids must be made on proposal forms and must be enclosed in sealed, special addressed envelopes bearing the name and address of the bidder and work bid upon, on the outside, and must be accompanied by a duly executed Consent of Surety, Statement of Financial Responsibility, Non-Collusion Affidavit and Certified Check or Bid Bond for ten percent (10%) of the amount of the bid but in no case in excess of $20,000.00 as a guarantee of good faith and must be delivered at the above place at the time designated. Bids not enclosed in special addressed envelopes will be considered informal and will not be opened. Bidders are required to be registered by the New Jersey Department of Labor and Workforce Development at the time bids will be received by the Township Of Bloomfield pursuant to the Public Works Contractor Registration Act (P.L. 2003, c. 91, N.J.S.A. 34:11-56.51). Bidders are also required to be registered by the New Jersey Department of Treasury, Division of Revenue at the time bids will be received by the Township Of Bloomfield pursuant to the Business Registration Act (P.L.2004, c.57, N.J.S.A.52:32-44). Bidders shall also comply with the requirements of P.L. 1975, Chapter 127 and P.L. 1982, Chapter 107. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31, et seq. & N.J.A.C. 17:27. Bidders shall also comply with P.L. 1963, c. 150 (Prevailing Wage) and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et seq.). Bidders are required to comply with Executive Order #34 (1976) debarred vendors. In addition, effective August 1, 2005, P.L. 2005, c.67 authorized a new form of change order called Value Engineering Construction Change Orders for certain construction contracts.
