Renovation of a mixed-use development in Wichita Falls, Texas. Completed plans call for the renovation of a elderly care / assisted living facility; and medical facility.

As of Dec 8 the project is anticipated to be awarded on January 20 2021. The Health and Human Services Commission (Owner), for and on behalf of its Health and Specialty Care System Division (HSCS), is soliciting Competitive Sealed Proposals (Proposals) for selection of a General Contractor (Contractor) to provide general construction and construction administration services to the Owner for Project No. 20-141-BAS, Building Automation System Replacement, North Texas Region (the Project), in accordance with the terms, conditions, and requirements set forth in this Solicitation. The scope of work includes, but is not limited to, the following: The existing TAC Vista Building Automation System (BAS) software which controls the HVAC system for the facilities listed above, operates on the Windows 7 platform that is no longer supported by Microsoft. In addition, the current BAS software is also obsolete and not compatible with a Windows 10 operating system, thus requiring a full replacement. The new BAS control system and sequences of operation will be designed to accommodate the existing mechanical HVAC building systems, equipment, and utilities. The existing primary network between building controllers, BAS server and/or central operator workstation PC shall be based upon BACnet/IP. Owner is pursuing an open platform system as defined by the American Society on Heating, Refrigerating, and Air Conditioning Engineers (ASHRAE) that can reside overtop of existing controls system but provide a non-vendor dependent path forward with the ASHRAE standard. ASHRAE standard 135 has been established as the industry defining body and standard governing Building Automation Systems. The standard promotes an open standard language (protocol) across its devices. All respondents are required to attend one Facility Site Visit tour for each affected facility, in accordance with the schedule. Pre-registration for a site visit is required. To register for a site visit, e-mail Colin Gresham at colin.gresham@hhsc.state.tx.us. E-mails must include the following: Name, email, and phone number of firm representative(s) (two maximum); Facility; and Site visit dates in accordance with the schedule. Deadline for submitting Questions Friday, October 2, 2020 by 12:00 P.M. CST The Owner reserves the right to cancel, make partial award, or decline to award a Contract under this RFP at any time in its sole discretion. Further, the Owner reserves the right to accept or reject any or all Proposals, waive any formalities or minor technical inconsistencies, or delete any items/requirements from this RFP when deemed to be in Owner's best interest.
