For Wastewater Treatment Facility Emergency Power Generator Installation Contract The Project consists of offloading and installing two Owner-furnished parallel 750 KW natural gas stand-by power systems, automatic transfer switches and electrical switch gear, and construction of ancillary systems and site work to support the installation of the generators at the City of Bangor's Wastewater Treatment Facility. Note that the new generator and associated electrical gear has been purchased directly by the City and will be delivered to the project site at which point the Contractor shall take ownership of the equipment, for installation, startup and testing. The City of Bangor requests sealed bids for the construction of the Wastewater Treatment Facility Emergency Power Generator. The Bid will not be awarded to a Bidder unless a record for obtaining at least one set of Bidding Documents exists at the City. To meet this requirement and to establish the record of receipt, a prospective Bidder must obtain Bidding Documents using the name that is to appear on the Bid Form. A bid must be accompanied by Bid security made payable to Owner in an amount of 5% of Bidder's maximum bid price and in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions. No bid may be withdrawn for at least 60 days after receipt of bids unless released by the Owner. The successful bidder must furnish within 10 calendar days after the Notice of Award the required number of copies of the signed Agreement, 100% Performance Bond, 100% Payment Bond, and begin execution of this contract within 10 calendar days following the Notice to Proceed. This contract is expected to be funded in whole or in part by the State of Maine Department of Environmental Protection (DEP) Clean Water State Revolving Loan Fund (CWSRF) program. Neither the State of Maine nor any of its departments, agencies, or employees is or will be a party to this contract. The word "agency" in the contract documents refers to the DEP and all other involved funding agencies. The Contractor must comply with the Disadvantaged Business Enterprises (DBE) SRF special requirements contained in the CWSRF Supplementary Conditions. Failure of the successful bidder to complete the pre-award requirements of this program may result in finding that the bidder is non-responsible and therefore not entitled to award of this contract. The Contractor must comply with all Federal Requirements per the CWSRF Supplementary Conditions. The Contractor must comply with Davis-Bacon (DB) and Davis-Bacon Related Acts (DBRA) as stated in the CWSRF Supplementary Conditions. All laborers and mechanics employed by the contractor and subcontractors on this project shall not be paid less than the prevailing wage rates contained in the wage determination published in the bidding documents. Any laborers and mechanics not listed in the wage determination shall be paid at least as much as the lowest wage rate for other similar trade classifications already contained in the wage determination published in the bidding documents. The Contractor shall comply with the Use of American Iron and Steel requirements on this project. The City of Bangor reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the Town.
