Renovation of a multi-residential development in Des Moines, Washington. Working plans call for the renovation of a multi-residential development.

The Engineers estimate range for this project is: $1.5 $2.5 Million. Each bid must be accompanied. by a cashier's check, money order, or surety bid bond, in an amount of not less than five percent (5%) of the total bid, made payable to Port of Seattle, Performance and Payment, bonds will be required with the Contract. The 'Work includes: A. The objective of the Work. is to achieve quantitative noise reductions in the condominium units affected. by aircraft oper-ations. The work will improve sound reduction of openings in the exterior envelope of each dwelling. Pre-construction acoustical testing has been performed by the Port at selected units. Post-construction testing will also be performed by the Port, The sound testing is used to determine if the program is achieving the noise reduction goals at the selected residential units. There are twen-ty-one (21) individual residential units. Eleven (11) are single bed-room units and. Ten (10) are dou-ble bedroom units. B. The work consists of sound insulation measures including, but not limited to, the following: 1. Selective demolition. 2. Windows, 3. Exterior/interior doors and door assemblies. 4. Storm doors/windows. 5. Access hatches and pull-down stairs. 6. Weather stripping and seal-ant. 7. Insulation. 8. Drywall. 9. Painting, 10. Addition of Mechanical Ventilation 11. Architectural modifications to support installation of mechan-ical ventilation. 12. Electrical modifications supporting mechanical ventilation and architectural modifications. 13. Power to mechanical equip-ment,. 14. Installation of hardwired-operated smoke detectors. 15. Note: This contract requires selective removal of asbestos containing materials and lead-containing paint. Refer to Section 02 82 13 and 02 83 19. Time limit for substantial com-pletion of the work is 388 calendar days. The Port reserves the right, to reject any and all bids, to waive any informality, to accept any alternate bids, and to make such award that it deems to be in its best interest and pursuant. to the terms of the General Provisions. Contract time extends from Award of the contract through Contract Completion as defined in the General Provisions. In accordance with fed-eral requirements, the Port has determined that this contract has subcontracting possibilities and has established a goal on this contract of 2 percent (%) for the use of firms owned and con-trolled by Disadvantaged Business Enterprise (DBE). All bidders are directed to the FAA. Contract Provisions and Document 00 83 00, Civil Rights, Title VI, and Non-Discrimination. with regard to the procedures the Port will utilize to achieve these goals. All bidders must furnish with their bids) the Disa,dvantaged Business Enterprise Proposal form as required by the FAA Contract Provisions and as contained in Document 00 83 00, Civil Rights, Title VI, and Non-Discrimination. Submission of the Disadvantaged Business Enterprise DBE Proposal form is a mat-ter of bid responsiveness. If the apparent, low bidder does not meet the DBE goal, then it must pro-vide the "Documentation of Good Faith Efforts" form to the Port within two (2) business days of the bid opening. If requested by the Port, other bidders must, furnish the "Documentation of Good Faith Efforts" form to the Port, within two (2) business days of the Port requesting the bidder to do so. Whether a bidder meets the DBE goal or made good faith efforts to do so is evaluated as a matter of bidder responsibility. The proposed contract is under and subject to Executive Order 112.46, as amended, and to the Equal Employment Opportunity (EEO) and Federal labor provi-sions. All labor on the project shall be paid no less than the minimum wage rates established by the tj.S. Secretary of Labor. Each bidder must supply a ll the information required by the bid documents and specifications. The EEO requirements, labor pro-visions and wage rates are includ-ed in the specifications. The contractor or subcontractor who may be awarded a contract. of $10,000 or more will be required to maintain an affirmative action program, the standards for which are contained in the FAA contract provisions. Where the low bid is in the amount of one million dollars or more, the bidder and its known first-tier su.bcontractors which will be awarded subcontracts of one million dollars or more will. be subject. to pre award compli-ance reviews for the purpose of determining whether the bidder and its subcontractors are able to comply with the provisions of the equal opportunity clause. To be eligible for award each bidder must comply with the affirmative action requirements, whic.h are contained in the FAA contract. provisions. The requirements of 49 CFR Part 26 apply to this contract. It is the policy of the Port of Seattle to practice nondiscrimination based on race, color, sex, or national ori-gin in the award or performance of this contract. The Port encour-ages participation by all firms qualifying under this solicitation regardless of business size or own-ership, Contract Assurance (26.13) The contractor or subcontrac-tor shall not. discriminate on the basis of race, color, national ori-gin, or sex in the performance of this contract. The contractor shall carry out applicable requirements of 49 CFR, Part 26 in the award and administration of DOT assist-ed contracts. Failure by the con-tractor to carry out these require-ments is a material breach of this contract, which may result in the termination of this contract, or such other remedy, as the recipi-ent deems appropriate. Prompt Payment (26.29) The prime contractor agrees to pay each subcontractor under this prime contract for satisfac-tory performance of its contract no later than 10 days from the receipt of each payment the prime contractor receives from the Port of Seattle. The prime contractor agrees further to return retain-age payments to each subcontrac-tor within 10 days after the sub-contractor's work is satisfactorily completed: Any delay or postpone-ment of payment from the above referenced time frame may occur only for good cause following writ-ten approval of the Port of Seattle. This clause applies to both DBE and non-DBE subcontractors. *The value for this project is based on a financial range.
