Site work and paving for a mixed-use development in Bonne Terre, Missouri. Completed plans call for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
The owner reserves the right to waive any informalities or to reject any or all bids. Each bidder must deposit with his bid security in the amount, form and subject to the conditions provided in the Information for Bidders. This project is being funded in whole, or in part with Community Development Block Grant funds pursuant to Title I of the Housing and Community Development Act of 1974, as amended. All applicable federal regulations shall be in full force and effect. The work will include removal of the existing structures and replacement with new structures. Sidewalks and streets will be repaired at the structure sites. Utilities will be adjusted as necessary. and other incidental items and work described in the Project Manual, or reasonably inferable therefrom. The contractor is responsible for all items of work necessary for furnishing and installing the improvements. Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award of any contract in excess of five thousand dollars ($5,000), the successful bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful bidder shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services. Bidders are informed that the Project is subject to the requirements of Section 292.675, RSMo, which requires all contractors or subcontractors doing work on the Project to provide and require its on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration ("OSHA") or a similar program approve by the Missouri Department of Labor and Industrial Relations which is at least as stringent as an approved OSHA program. The training must be completed within sixty (60) days of the date work on the Project commences. On-site employees found on the worksite without documentation of the required training shall have twenty (20) days to produce such documentation. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Davis Bacon and/or State Prevailing wage rates to be paid under the contract, Segregated Facility, Section109, and E.O. 11246. MBE, WBE and Section 3-DBE bidders are encouraged to bid. No bidder may withdraw his bid within 30 days after the actual date of the opening thereof.
