Renovation of an educational facility in Highlands, New Jersey. Completed plans call for the renovation of a 3,058-square-foot educational facility.
The School Business Administrator / Board Secretary of the Monmouth County Vocational School District, State of New Jersey, by authority of said Board, solicits sealed bid proposals for: Building 56 Renovation at Marine Academy of Science & Technology, Fort Hancock, Sandy Hook, NJ. (305 MAST Way, Highlands, NJ 07732) Bidders must hold a #C024 Historic Restoration Trade Classification from NJ Treasury Dept, Division of Property Management and Construction to be eligible to submit a bid for this project. Such proposals to receive consideration by the Monmouth County Vocational School District, are to be submitted in strict compliance with the Public School Contract Law, NJSA 18A:18A-1, et.seq.. The Monmouth County Vocational School District reserves the right to reject any or all bids and to waive immaterial formalities in any bid if deemed to be in the interest of the District. The District takes no responsibility for the punctual receipt of mailed bids. All bids mailed are done so at the risk of the bidder and must be clearly marked with the bid title. Bids must be made on the proposal form provided, as designated and submitted with a "Bid Bond" or "Certified Check" in the sum of not less than ten (10) percent of the amount of the proposal, not to exceed $20,000.00. Bids may not be withdrawn for a period of sixty (60) days after the day of the bid opening. Bidders are required to submit with their proposal, written consent of a Surety Bond, and agree to execute the required performance bond in accordance with the specification requirements. As it is anticipated that this project will exceed the bid threshold, contractors must be DBC pre-qualified by the State of New Jersey in accordance with NJSA 18A:18-9. Further, each must comply with the requirements of P.L.1975, c. 127 (N.J.A.C. 17:27), PL1977, c.33, and PL 1999, c.440, - submitting proof of contractor registration (prevailing wage certification) pursuant to NJSA 34:11-56.48 et seq. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq. substantially completed within a period of 290 Calendar Days. Project includes the preservation of the exterior including the reconstruction of the two porches on the west and east elevations. A ramp will be added to the east porch to allow barrier free access. The 3,058 sf building interior will be used for equipment and uniform storage for the MAST Naval Science ROTC program. The interior work will be rehabilitation with minor alterations to allow for the new use. o Site Upgrades - Provide new asphalt paved parking lot adjacent to the building. Repair sidewalk and curb along Magruder Road. o Tie utilities (water, sanitary & electric) into existing utilities asindicated. o Extend conduit across Magruder Road for future emergency generator. o Extend conduit across Magruder Road for Bldg 56 data and alarm wiring, extend into utility room in Bldg 317 (include future conduits that will be tied into Bldg23). o Extend storm lines from Building 56 to new, underground storm water drywells. o The scope of site work for Building 56 is clearly shown on the site plan. Some work associated with Building 23 will be completed as part of the Building 56work. o Abatement - A previous abatement project has been completed at the interior of Bldg 56 to remove all asbestos and lead paint containing materials with the exception of the lead paint on the existing decorative metal ceiling panels and moldings. Selective Removal o Remove interior access stairs to basement. o Remove existing concrete slab at former kitchen.
