No Pre-Bid Conference will be held for this project. Bids must be made on the Bid Proposal Form contained in Section 3 of the Technical Bid Specifications and must be enclosed in a sealed envelope plainly marked, "City Hall ADA Ramp/Stair/Canopy Reconstruction" and bearing the name and address of the Bidder clearly marked on the outside. The bid specifications are for the replacement of the access ramp, including removal of existing ramp, located at 1600 Shore Road in the City of Northfield. Contract documents may be examined and obtained at the Municipal Engineers Office, Schaeffer Nassar Scheidegg Consulting Engineers, LLC, 1425 Cantillon Boulevard, Mays Landing, New Jersey, (609) 625-7400, Monday through Thursday from 8:00 a.m., to 5:00 p.m., and may be exa-mined, but not obtained, at the Municipal Clerks Office by appointment only. Bid security in the form of a certified treasurer's or cashier's check or Bid Bond in the amount of 10% of the bid amount not to exceed $20,000 is required and should be made payable to The City of Northfield with a letter of surety. Bidders must submit with their bids the non-collusion affidavit contained in the contract documents. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing pre-vailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. The City of Northfield reserves the right to reject any or all Proposals and to waive any informalities or irregularities in the bids received and accept same if deemed in the best interests of the citizens of the Cityof Northfield. Award shall be made to the lowest qualified, responsible and responsive vendor who must provide certificate(s) of insurance for Worker's Compen-sation, general liability and auto insurance coverages; with the City of Northfield named as additional insured.The Contractor has established a goal of % for MBE (Minimum Goal is 5%) and a goal of % for WBE (Minimum Goal is 3%) for the total contract amount which he expects to award to eligible MBE/WBE business concerns.
