Site work and paving for a civil project in Broken Arrow, Oklahoma. Completed plans call for site work for a bridge / tunnel; road / highway; water / sewer project; and for paving for a road / highway.
**As of October 21, 2020 this project has been awarded to R&L Construction, LLC in the amount of $1,139,481.65. The Washington Street Roadway Improvements from Garnett Road to Olive Avenue; Reinforced Concrete package consists of a reinforced concrete box culvert extension with wing walls, CET end treatments for a three (3) span 72-inch reinforced concrete pipe, five end sections for a 10' x 3' reinforced concrete box, a retaining wall, and associated ornamental fences. The project also includes a ten (10) foot concrete multi-use trail as an add alternate. The reinforced concrete box culvert, also known as Bridge "A", is a 20 foot extension of a four (4) cell, 21'-10" x 15' box with wing walls supported by driven H piles requiring drilled pilot holes. Reinforcing steel for this item will be provided to the contractor. 150 linear feet (167 square yards) of the 10 foot multi-use trail and adjacent 1 1/2 inch High Density Polyethylene pipe to be constructed in the area over the bridge extension will be included in this package. There are two (2) each of the CET end treatments for a three (3) span 72-inch reinforced concrete pipe extension that require the sloped ends of the end treatments to be field cut and included in the price. Reinforcing steel for this item will be provided to the contractor. There are five (5) each of the 10' x 3' reinforced concrete box end sections at various locations along the north side of Washington Street that includes 1 apron, 2 wingwalls, 1 headwall & 1 curtain wall for each end section within the price bid for each. Reinforcing steel for this item will be provided to the contractor. The retaining wall is 440 linear feet in length with a stem wall on each end. Reinforcing steel for this item will be provided to the contractor. 620 linear feet (689 square yards) of the multi-use trail and adjacent 1 1/2 inch High Density Polyethylene pipe to be constructed behind the retaining wall is included in this package. Ornamental fence consists of 179 linear feet to be installed on the headwall of the Bridge "A" extension as well as 620 linear feet to be installed on top of the retaining wall. The remaining 4,355 linear feet (4,838 square yards) of the 10 foot Multi-use trail will be included in this bid package as Add Alternate No. 1. The remaining adjacent 1 1/2 inch High Density Polyethylene pipe will be included in this bid package as Add Alternate No. 2. Contract time for the project shall be One Hundred and Fifty (150) calendar days. Sworn statement of the Bidder's assets and liabilities, technical qualifications and performance in the form of the latest annual report and financial statement are not required to be submitted with the Bidder's Proposal, but City of Broken Arrow may require such statements prior to award of the construction contract. The Statement of Qualifications & Experience, using the form found in Section II Proposal Documents, must be submitted with the bid and include, as a minimum, the information required herein. Failure to submit the information required in these documents may result in the City of Broken Arrow considering the Bid non-responsive and result in rejection of the Bid by the City of Broken Arrow. Bidders may be required to provide supplemental information if requested by the City of Broken Arrow to clarify, enhance or supplement the information provided in the Statement of Qualifications & Experience. The apparent successful Bidder shall, within two (2) days after Bid opening, submit to City of Broken Arrow a list of the Subcontractors, Suppliers, individuals or entities proposed for the following portions of Work: None Required for this contract. Such list shall be accompanied by a Statement of Qualifications & Experience using the form found in Section II Proposal Documents, with pertinent information regarding similar projects and other evidence of qualification and experience for each Subcontractor, Supplier, or other individual or entity. If City of Broken Arrow or Engineer, after due investigation, has reasonable objection to any proposed Subcontractor, Supplier, individual or entity, City of Broken Arrow may, before the Notice of Award is given, request apparent successful Bidder to submit an acceptable substitute, within one (1) day of notification. If apparent Successful Bidder declines to make any such substitution, City of Broken Arrow may award the Contract to the next lowest Bidder that proposes to use acceptable Subcontractors, Suppliers, or other individuals or entities. In such event, the next lowest Bidder shall, within two (2) days after requested by the City of Broken Arrow, submit to City of Broken Arrow the above required list of Subcontractors, Suppliers, and other individuals or entities. In evaluating whether a bidder is responsible, City of Broken Arrow will consider the qualifications and experience of the Bidder and may consider the qualifications and experience of Subcontractors and Suppliers proposed for those portions of the Work for which the identity of Subcontractors and Suppliers must be submitted as provided above. As a Proposal Guarantee, a certified check, cashier's check, bid bond or irrevocable letter of credit issued by an insured financial institution as required by law must accompany each Proposal for an amount equal to five percent (5%) of the total Bid made payable, without reserve, to the City of Broken Arrow. The Successful Bidder, must, within ten (10) days after receiving notice of award, furnish a Performance Bond, Statutory Bond and Maintenance Bond in the forms prescribed by City of Broken Arrow in the amounts equal to the Contract Price.
