The companies were prequalified based on criteria identified in a request for qualifications process that began in October 2024. The prequalified companies are: EBC Inc. EllisDon Corporation Ledcor Projects Eastern Limited Pomerleau Inc. The companies will now begin preparing proposals that detail how they will deliver the project. Once submissions are received, Infrastructure Ontario and the Ministry of the Solicitor General will evaluate the proposals, select a preferred team and then negotiate a final contract, a release reads. The QDC is located at 89 Richmond Blvd, Greater Napanee, ON, on a 12 ha 30-acre (12 ha) site. The Project will include a new addition (approximately 122,300 sq ft) as an expansion to the existing QDC facilities. The Quinte Detention Centre (QDC) project will include a new addition (approximately 122,300 sq ft) as an expansion to the existing QDC facilities. To meet the needs of the anticipated inmate population, the QDC expansion will provide 66 new female beds, predominately in double-occupancy cells, consisting of minimum/medium and medium/maximum security housing units, as well as specialized care and health care units. The new addition will also comprise of new program spaces to augment the existing facility: New public and staff entrances, Reception and Visitation, Executive Administration, Institutional Crisis Intervention Team (ICIT) including crisis negotiators, Staff Facilities, Admitting & Discharge, Health Services & Infirmary, Program Services including cultural/spiritual program services, Recreational Services, Female Housing, and new at-grade parking for staff and visitors. Additional scope proposed for the project includes: removal / replacement of existing site services installation of new services including electrical, water, sanitary sewers and storm sewers new at-grade paved parking, landscaping and security fencing demolition of a portion of the existing facility and a few existing out-buildings that are in use and provision of associated temporary facilities to maintain existing QDC operations until the new addition is completed. It is proposed that the QDC expansion will be designed as a separate building with an at-grade connection to the existing QDC facility. New security and life safety systems will be integrated with the existing QDC facility.
