Site work and new construction of a mixed-use development in Rock Springs, Wisconsin. Completed plans call for the construction of a 8,990-square-foot, one-story above grade municipal facility; for site work for a municipal facility; and library.

Work includes the construction of a new municipal facility including Village offices, Public Works/Fire Department Garage, Library, Community Center, and warming kitchen on a new site. Site work includes new utility stubs to building pad, mass grading, building pad excavation and backfill for new buildings, finish grading and site restoration, curbing, paving, striping, and site lighting. The building is 8,990 SF single story, wood frame construction. The building shell is slab on grade with frost wall foundations, engineered wood siding, partial stone veneer, vinyl windows, aluminum storefront entries, pre-engineered wood trusses, asphalt shingles, gutters and downspouts. A CMU fire barrier serves as a fire area separation between garage and offices. Bid Award: Contract Award - Anticipated October 19, 2020 Construction Start: After Notice to Proceed, Anticipated October 20, 2020 Construction Term: 193 Calendar Days General Bid Information and Requirements: 1. Late Bids will not be accepted. 2. No Bid proposal may be withdrawn for a period of sixty (60) days after the bid opening without the consent of the Owner. 3. Bidders will be required to provide Bid security in the form of a Bid Bond for a sum no less than 5 percent of the Bid Amount. 4. Bids shall be on a Stipulated Sum basis. Segregated bids will not be accepted. 5. Submit your bid offer on the Bid Form provided. Bidders may supplement this form with attachments as appropriate. Deliver bids in an opaque envelope addressed to the Village of Rock Springs and labeled "Sealed Bid - Municipal Building". Incorporate the name and address of the bidder on the outside of the envelope. 6. General Contract bidders are required to prequalify to the requirements described in Document 00 2113 - Instructions to Bidders. Any contractor whose name appears on the State of Wisconsin's Debarred List shall be ineligible. 7. The Owner reserves the right to accept or reject any or all bids, and to waive technicalities in any bid or part thereof and to accept the bid or bids deemed to be in the cities best interest. 8. The Owner is a tax exempt entity. A municipality, in awarding prime contracts, and primary contractor, in awarding subcontractors, are required to make a good faith effort to achieve a combined minimum goal of participation of MBE / WBE utilization in accordance with s.NR 162.09(3), W is. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade = 1.7 % Goals for female participation in each trade = 6.9% The Village of Rock Springs reserves the right to waive any informalities and to reject any or all Bids. The letting of the work described herein is subject to the provisions of Sections 61.55, 66.0901 and 66.0903, Wisconsin Statutes. *Addendum 1 and 2 have been issued.
