The objective of this Invitation to Bid (IFB) is to accept bids from qualified contractors registered in the Commonwealth of Virginia, to establish a 12-month contract with the option of four 12-month renewals to perform work including, but not limited to repairs to roadway pavement in accordance with VDOT specifications. This work may include the restoration of curb, curb and gutter, pavement sections, sidewalk, and various other improvements that are generally associated with roadway infrastructure. All prospective bidders must have, in writing, an agreement from a certified asphalt concrete producer, which states the availability of asphalt production for emergency purposes as described in these documents. This written documentation must be submitted with the bid. Deadline for Questions: Prior to 2:00 p.m., September 19, 2020 After all bids have been examined, Fairfax Water reserves the right to reject any and all bids or portions of bids, if by doing so, it is deemed to be in the best interests of Fairfax Water. Fairfax Water also reserves the right to be the sole judge of the qualifications of the bidder in performing under the terms as specified in the contract. Fairfax Water reserves the right to reject any bid if investigation of such bidder fails to satisfy Fairfax Water that such bidder is properly qualified to carry out the obligations and to complete the Work contemplated therein. Any or all bids will be rejected if there is reason to believe that collusion exists among the bidders. Bids shall be valid for a minimum of 90 days following the deadline for submitting bids. If an award is not made during that period, all bids shall be automatically extended for another 90 days. Bids will be automatically renewed until such time as either an award is made, or proper notice is given to FW of Bidder's intent to withdraw its bid. Bids may only be withdrawn by submitting written notice at least seven days before the expiration of the then current 90-day period.
