These bids are invited for the dredging of Ocean Springs Harbor, Simmons Bayou, Lake Mars Boat Ramp and Stark Bayou (Add Alt. #1) located in Jackson County, Mississippi. All Bids must be accompanied by a certified check or bank draft payable to the order of Jackson County Board of Supervisors, negotiable U.S. Government bonds (at par value), or a satisfactory Bid bond executed by Bidder and an acceptable surety, must be submitted in an amount equal to five percent of total bid. Electronic bids must be secured with a bid bond. All Bids submitted in excess of $50,000.00 by a prime or subcontractor to do any work, must comply with Section 31-3-21, Mississippi Code of 1972, by having a current Certificate of Responsibility from the State Board of Public Contractors. All Bids submitted for $50,000 or less shall be so marked on the exterior of the sealed bid envelope. All bids submitted in excess of $50,000.00 by a prime or subcontractor to do any erection, building, construction, repair, maintenance or related work, must comply with Section 31-3-21, Mississippi Code of 1972. Bidder must be qualified under Mississippi Law and have a current Certificate of Responsibility from the State of Mississippi Board of Contractors establishing his Classification as to the value and type of construction on which he is authorized to bid. The scope of work for this project shall require a Contractor to be classified in the following category; Dredging. Each Bidder shall write his Certificate of Responsibility Number on the exterior of the sealed bid envelope before it can be opened. The outside of the envelope should also bear the Bidders name, address, and name of the project for which the Bid is submitted. All bid envelopes should contain the bidders name and mailing address on the outside of the envelope and also specify the name of the bid item. Bidders certificate ofresponsibility number or a statement that the bid inside is less than $50,000.00 shall appear on the outside or exterior of the envelope or container of such bids, failing which, said bid shall not be opened or considered. Specifically, Mississippi Code of 1972, Section 31-5-37 (2012) All public works projects utilizing funds received by state or local governmental entities resulting from a federally declared disaster or a spill of national significance, including damages, penalties, fines or supplemental projects paid or financed by responsible parties pursuant to a court order, negotiated settlement, or other instrument, including under any law distributing such fines and penalties including the federal Resources and Ecosystems Sustainability, Tourist Opportunities and Revived Economy of the Gulf Coast Act of 2011 (R.E.S.T.O.R.E.), the Oil Pollution Act of 1990 or the Federal Water Pollution Control Act or similar legislation, shall be subject to the hiring policies established by this section.
