Sealed bid envelopes shall be marked "SEALED BID FOR JACKSON COUNTY - FRONT BEACH EROSION CONTROL IMPROVEMENTS PHASE 2 TO BE OPENED AT 1:00 PM, Monday, October 12, 2020," and if any envelope is not so marked, any bid contained therein will not be considered. All bid envelopes should contain the bidder's name and mailing address on the face of the envelope. The bid shall also contain the bidder's Certificate of Responsibility number on the outside of the envelope, failing which, said bid shall not be opened or considered. When submitting an electronic bid, the bid must be submitted in pdf format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature may be a hand-written blue ink signature or be an electronic signature. When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal. The county reserves the right to waive any informality in the bidding and to reject any or all bids. The work covered by this section consists of preparatory work and operations, including but not limited to those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for providing the items required by the General Conditions, Supplementary Conditions, and General Requirements including but not limited to: The establishment of all temporary offices, buildings, fencing, staging areas, haul routes, and other facilities necessary for the work on the project; Surveying and construction staking; All barricades, traffic control signage, and detour devices; Performance bond, Payment bond; Insurance; and all other work and operations which must be performed or costs incurred prior to beginning work on the various items on the project site. This item also includes all work outside the limits of construction that is necessary to demobilize and restores areas disturbed by the Contractor to their original condition including, but not limited to, pavement rehabilitation, grading, seeding, mulching, cleaning, and disposal.
