The County of Santa Clara (County) Roads and Airports Department is seeking proposals from qualified vendors to assist in developing a Countywide Active Transportation Plan (CATP) inclusive of appropriate updates to the Countywide Bicycle Accommodation Guidelines (BAG). The scope of work includes identifying goals, objectives, and policies for plans, coordinating and conducting community engagement, evaluating existing conditions, performing safety analysis utilizing the Crossroads Collision Database and other statistical resources, collecting data for the County using open-data sources and performing walking and bicycling counts when needed, preparing guidelines for traffic control improvements, identifying deficiencies and needs, drawing upon public health data to develop a social equity lens to assist in identifying and prioritizing bicycle and pedestrian network improvement projects for implementation, and preparing a draft and final report. The anticipated term of the contract is 24 months and this proposal will be a single award. If an award is made, it is the County's intent to award a contract with an initial term of two (2) years with option for additional two (2) years, unless terminated earlier or otherwise amended. This proposal has no mandatory requirements, and no pre-proposal conference. Deadline to Submit Written Questions - 09/28/2020, 4:00pm Pacific Time.
