Site work and paving for a mixed-use development in San Diego, California. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

**As of January 04, 2021, project has not been awarded. Consists of the installation of 11,728 LF of 18-inch, 15-inch, 12-inch, and 8-inch sewer main, sewer manholes, sewer laterals and 2,617 LF of 12-inch and 8-inch water main, fire hydrants, water services, trench shoring, traffic control, pavement resurfacing, curb ramps and all other work and appurtenances in accordance with project plans and specifications. Contractor and Subcontractor Registration Requirements. This project is subject tocompliance monitoring and enforcement by the DIR. A contractor or subcontractor shallnot be qualified to bid on, be listed in a bid or proposal, subject to the requirements ofsection 4104 of the Public Contract Code, or engage in the performance of any contractfor public work, unless currently registered and qualified to perform public work pursuantto Labor Code section 1725.5 It is not a violation of this section for an unregisteredcontractor to submit a bid that is authorized by Section 7029.1 of the Business andProfessions code or by Section 10164 or 20103.5 of the Public Contract Code, providedthe contractor is registered to perform public work pursuant to Section 1725.5 at the timethe contract is awarded. A Contractor's inadvertent error in listing a subcontractor who is not registeredpursuant to Labor Code section 1725.5 in response to a solicitation shall not begrounds for filing a bid protest or grounds for considering the bid non-responsiveprovided that any of the following apply: (1) the subcontractor is registered prior tobid opening; (2) within twenty-four hours after the bid opening, the subcontractor isregistered and has paid the penalty registration fee specified in Labor Code section1725.5; or (3) the subcontractor is replaced by another registered subcontractorpursuant to Public Contract Code section 4107. By submitting a bid or proposal to the City, Contractor is certifying that he or she hasverified that all subcontractors used on this public work project are registered withthe DIR in compliance with Labor Code sections 1771.1 and 1725.5, and Contractorshall provide proof of registration for themselves and all listed subcontractors to theCity at the time of bid or proposal due date or upon request. The City has incorporated mandatory SLBE-ELBE subcontractor participation percentagesto enhance competition and maximize subcontracting opportunities. For the purpose ofachieving the mandatory subcontractor participation percentages, a recommendedbreakdown of the SLBE and ELBE subcontractor participation percentages based uponcertified SLBE and ELBE firms has also been provided to achieve the mandatorysubcontractor participation percentages:1. SLBE participation 9.5%2. ELBE participation 12.8%3. Total mandatory participation 22.3% Include SLBE-ELBE certified subcontractors at the overall mandatory participationpercentage identified in this document; OR7.2.2. Submit Good Faith Effort (GFE) documentation, saved in searchable PortableDocument Format (PDF) and stored on a Universal Serial Bus (USB) Type-A,Compact Disc (CD) or Digital Video Disc (DVD), demonstrating the Bidder made agood faith effort to outreach to and include SLBE-ELBE Subcontractors requiredin this document by 5 PM 3 Working Days after the Bid opening if the overallmandatory participation percentage is not met. Due to circumstances related to Covid-19, until further notice, all submittals insearchable PDF shall be submitted electronically within the prescribed timeidentified in the contract documents via a File Cloud link provided by theContract Specialist to all bidders.Upon circumstances returning to normal business as usual, the GFE shall onceagain be submitted to:Engineering & Capital Projects Department, Contracts Division525 B Street, Suite 750 (7th Floor)San Diego, California, 92101Attention: Taylor Cox The City's estimated construction cost for this project is $8,950,000.
