Project Description: The purpose of this project is to repair or replace degraded areas of the sanitary sewer system. The work will be completed by CIPP lining, point repairs, and replacement of realignment of existing sewer infrastructure. Locations of the necessary repairs were determined from the City's Capacity Management Operation and Maintenance (CMOM) Program and filtered for criticality and potential for failure. The Unified Certification Program (UCP) administered by the Ohio Department of Transportation (ODOT) can provide necessary DBE certifications. This procurement is subject to the Environmental Protection Agency (EPA) policy of encouraging the participation of small businesses in rural areas (SBRAs). For the purpose of this Project, the Minority Business Enterprise (MBE) Utilization goals shall be defined as contractors and/or subcontractors with MBE's for the minimum amount of 1.3% of the Contract Price; and the Women's Business Enterprise (WBE) Utilization goals shall be defined as contractors and/or subcontractors with WBE's for the minimum amount of 1.0% of the Contract Price. The final agreed upon plan will be attached to the Agreement as an exhibit and the selected Proposer shall be obligated to comply with said plan. Domestic steel use requirements as specified in Section 153.011 of the Ohio Revised Code apply to this Project. Copies of Section 153.011 of the Ohio Revised Code can be obtained from the Ohio Department of Administrative Services. Proposals may be held by City for a period not to exceed one hundred twenty (120) days after the date Proposals are opened for the purpose of reviewing the Proposals and investigating the qualifications of Proposers prior to awarding the Agreement. The Director of Public Service reserves the right to reject any or all bids, and to waive informalities.
