Site work and paving for a civil project in Butler Township, Pennsylvania. Completed plans call for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

Expected Contract Value $750k to $1 Million. The Luzerne County Board of Council will receive sealed bids for the Luzerne County - Mill Mountain Road Bridge (CB54706) Replacement - Project This project will include the replacement of the existing bridge and corresponding roadway rehabilitation. The particular items of work for the contract are identified more specifically in the Bid Format, Contract Specifications and Contract Documents. The entire project will be awarded to one (1) Contractor. Contractor is to be prequalified. No pre-bid meeting will be held as part of this advertisement/bid. Bid results will be available electronically following the meeting. Each proposal shall be accompanied by a bidder bond, or certified check or cashier check, payable to County of Luzerne, in the amount of not less than ten percent of the total amount bid. The County reserves the right to waive any informality in and to accept or reject any and all bids. No bid may be withdrawn for a period of sixty (60) days. Bidders must submit with their bids the non-collusion affidavit contained in the contract documents. All Questions due by 12:00 PM (Noon) Thursday October 1, 2020, via electronically. Davis Bacon Wages will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, and related matters. The Contractor will be required to comply with the Provisions of the Pennsylvania Human Relations Act in providing equal employment opportunities in connection with all work. This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form. The bidders must submit documentary evidence of minority and or women business enterprises that have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid (Form DCED-CCD-286). Failure to submit this form will render the bid non-responsive and therefore result in rejection of the bid. The Labor Standards, Wage Determination Decision and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts. Non-discrimination in employment--Bidders on this work will be required to comply with the President Executive Order 11246 and will be required to insure that employees applicants for employment-are not discriminated against on the basis of their race, color, national origin, sex, religion, age, disability or familial status in employment or the provision of services. In compliance with Executive Order 11625 and 12138, the successful bidder must utilize to the greatest extent feasible, minority and/or women-owned businesses located in the municipality, county or general trade area.
