Construction work for the $4.99 million upgrade, which includes strengthening the bulkhead around the harbor, already has begun and is expected to be completed in May 2025, said Downtown Cleveland Inc., the organization responsible for managing, programming and promoting Cleveland-owned properties at North Coast Harbor, in a statement. As part of the renovation, sidewalk pavers will be reset in the walkways that serve Voinovich Park, the Great Lakes Science Center and the Rock & Roll Hall of Fame north of Erieside Avenue and E. 9th Street, according to the harbor's website. New benches, trash cans and landscaping, as well as new bollards, security system and improved lighting will be installed. Osborn Engineering in Cleveland is the construction consulting firm, and Allega Cos., a concrete contractor in Cuyahoga Heights, is the prime contractor on the project, Downtown Cleveland said. Voinovich Park and harbor's pedestrian bridge, marina, playground, and its bocce ball and volleyball courts are expected to remain open during the construction. The harbor's parking lot also is expected to remain accessible, with small portions closed off throughout construction. Cleveland is paying for the harbor renovations out of revenue generated by parking fees at North Coast Harbor, Chante Jones of marketing agency Falls & Co. told the Cleveland Business Journal in an email. Almost a year ago, Cleveland, Cuyahoga County, Downtown Cleveland, Destination Cleveland and the Greater Cleveland Partnership announced their strategy for reimagining downtown Cleveland by creating opportunities for developers to better connect the city's core to its waterfronts. The harbor investments also supports Cleveland Mayor Justin Bibb's Reimagining Downtown Cleveland Plan, which aims to create a more safe, equitable and enjoyable waterfront experience for all visitors and make Cleveland an 18-hour, 15-minute city. Cleveland and its partners still appear to be working on the North Coast Master Plan that is expected to govern the redevelopment of the city's Lake Erie waterfront, which has been largely cut off from downtown Cleveland by a bluff and highway. Last year, Cleveland and its New York consulting firm unveiled some design concepts for the plan, which would be managed and funded by the recently created North Coast Waterfront Development Corp. In March, Cleveland City Council voted unanimously to pass legislation for a proposed Shore-to-Core-to-Shore tax increment financing district aimed at raising money for public infrastructure projects that help redevelop Cleveland's waterfronts and neighborhoods. _______________________ *The closed solicitation has been included below for reference: The City of Cleveland, owner and operator of Cleveland Hopkins International Airport, Burke Lakefront Airport and the North Coast Harbor, through its Director of the Department of Port Control, invites written Proposals from firms that have requisite, demonstrable competence, and experience, in providing architectural and engineering services, to develop an improvement plan, for the NCH, on the downtown lakefront. No Proposals shall be accepted after that time unless such date or time is extended pursuant to a written addendum issued by the City. Fee proposal must be in a separate, sealed envelope.
