D264566, PIN 000823, FA Proj , Suffolk Co., Surface Treatment on NY Rte. 114 in the Villages of North Haven & Sag Harbor and the Towns of East Hampton & Southampton., Bid Deposit: 5% of Bid (~ $375,000.00) , Goals: DBE: 10.00%; MBE (5.8%), WBE (6.9%), DBE (10%) This project proposes to restore the pavement riding surface on Sag Harbor Turnpike (NY 114) from Stephen Hands Path to the South Ferry in the Towns of East Hampton and Southampton and the Incorporated Villages of Sag Harbor and North Haven in Suffolk County to a smooth and distress free condition by milling and resurfacing the existing pavement. All proposed pavement work is expected to increase safety and provide a smooth riding surface for vehicular travel for the next 10 to 12 years. Proposed work in this "1-R" project will include milling 2" of the existing asphalt riding surface and replacing it with 2" of new hot mix asphalt. Also included are some isolated full depth asphalt and/or composite pavement repairs, new top course asphalt resurfacing and new pavement markings that shall be replaced and modified in accordance with the 2009 MUTCD, NYS MUTCD Supplement and NYSDOT Standard Sheets, ITS elements such as traffic count loops are to be replaced in-kind where necessary on all travel lanes and shoulders within the project limits. All shoulders and ramps within the project limits are to be included. Every bid must be accompanied by a bid bond, certified check or bank cashier's check payable to the NYS Department of Transportation, in the sum of the amount shown on the proposal title page. Bonds must be on form CONR 391. Electronic bids must include an electronic bid bond. Federally Aided Contracts identify a DBE Goal, and 100% NY State Funded Contracts identify both MBE and WBE Goals. Contracts with 0% Goals are generally single operation contracts, where sub-contracting is not expected, and smaller size contracts -- both of which may present direct bidding opportunities for Small Business Firms, including, but not limited to, DBE or MBE and WBE. The New York State Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, as amended, issued pursuant to such Act, hereby notifies all who respond to a written Department solicitation, request for proposal or invitation for bid that it will affirmatively insure that in any contact entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration for an award.
