Site work and paving for a mixed-use development in Menifee, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
**As of November 10, 2020, project has not been awarded. Tentative award date is December 2nd, 2020.** Note: final submission of hard copy bid will be on 10/14/2020 at 3:00 PM. The work generally consists of: 1. Clear and grub existing surface of any organic material and loose debris 2. Removal and disposal of existing asphalt concrete, PCC sidewalk, street signs, fences and other facilities as shown in the Construction Drawings. 3. Remove all existing conflicting striping. 4. Provide Construction Survey and Staking 5. Grading, including excavation and compaction for pavement subgrade. 6. Construct 4" AC over 6" Class II Aggregate Base 7. Construct Curb and Gutter 8. Construct Residential Driveway Aprons 9. Construct 5-feet wide sidewalks 10. Construct ADA compliant pedestrian ramps. 11. Relocate existing mailboxes. 12. Raise to grade existing manholes and valves per City and EMWD standards. 13. Raise to grade and relocate existing water meters and boxes per City and EMWD standards 14. Install street signs, striping and pavement markings as shown in the Construction Drawings. All striping and pavement markings shall be thermoplastic. The work to be constructed is located on Adams Avenue between Watson Road and Third Street in the community known as Romoland. Each bid must be accompanied a certified or cashier's check payable to the City of Menifee, or a satisfactory bid bond executed by the bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total aggregate bid amount. The successful bidder will be required to furnish and pay for performance and payment bonds acceptable to the Agency. A Pre-Bid Conference will not be held for this project. The Contractor to whom the Contract is awarded, and any subcontractor under such Contractor, shall hereby ensure that minority and women business enterprises will be afforded full opportunity to submit bids for subcontracts. Further, there shall be no discrimination in employment practices on the basis of race, religious creed, color, national origin, ancestry, physical handicap, medical condition, marital status, age, or sex in compliance with Government Code 12990. This project is partially being financed with Community Development Block Grant (CDBG) funds for the U.S. Department of Housing and Urban Development (24 CFR Part 570) and is subject to certain requirements including payment of Federal prevailing wages, compliance with Section 3 Affirmative Action Requirements, Executive Order #11246, and others. The City will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate, which most closely approximates the duties of the employees in question. The successful Bidder must comply with all prevailing wage laws applicable to the Project. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. In accordance with the provisions of the California Labor Code, contractors or subcontractors may not perform work on a public works project with a subcontractor who is ineligible to perform work on a public project pursuant to Section 1777.1 or Section 1777.17 of the California Labor Code. Any contract on a public works project entered into between a contractor and a debarred subcontractor is void as a matter of law. A debarred subcontractor may not receive any public money for performing work as a subcontractor on a public works contract. Any public money that is paid or may have been paid to a debarred subcontractor by a contractor on the Project shall be returned to the Agency. The Contractor shall be responsible for the payment of wages to workers of a debarred subcontractor who has been allowed to work on the Project. The Agency reserves the right to reject any or all bids, to waive any irregularity(ies), and to take all bids under advisement for a period of sixty (60) calendar days after the date the bids are publicly opened. All costs incurred by bidders as a result of preparing bids under this Notice Inviting Bids shall be the sole responsibility of each bidder. Liquidated damages are required by law and will apply to the Project in accordance with the Special Provisions. Bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the appropriate classification(s) of contractor's license(s), for the work bid upon, and shall maintain the license throughout the duration of the Contract. Bidders must possess a current State of California "Class A" Contractor's License. Agency will accept bids only from Bidders that (along with all subcontractors listed in the bid) are currently registered and qualified to perform public work pursuant to Labor Code Section 1725.5. Subject to Labor Code Sections 1771.1(c) and (d), any Bid from an unregistered Bidder or that includes an unregistered subcontractor shall be returned and not considered; provided that if Bidder is a joint venture (Business & Professions Code Section 7029.1) or if federal funds are involved in the Contract (Labor Code Section 1771.1(a)), Agency may accept a non-complying Bid provided that Bidder and all listed subcontractors are registered at the time of contract award. This is a 45 working day contract.
