The City of Grants Pass, Oregon is soliciting sealed written proposals from qualified design firms to generate the design, architectural, engineering, and construction cost estimates for a new outdoor aquatics facility to replace our current Caveman Pool located at 801 NE 9th St, Grants Pass Oregon. Respondents to this Request for Proposal (RFP) should determine the most realistic and feasible way to generate a new construction design for an outdoor aquatics facility design that maximizes the available space and recreational activities for community use. This RFP represents the initial step in soliciting proposals from a qualified design firm. Responses to this RFP should demonstrate the firm's specific expertise in developing a quality-outdoor aquatics facility within the scope that the City has established. Further, the respondents shall demonstrate knowledge of Oregon Building Codes and Public Pool Regulations, experience with stainless-steel pools and liner systems, and experience in solar heating alternatives. The City's selection process will be based upon an evaluation of the submitted proposals by a selection team and ranked upon the following criteria. Although costs have been requested, pricing will not be the sole selection criteria. o Completeness of the proposal relative to RFP requirements. (10 pts) o Demonstrated experience in design, engineering, and construction cost estimation of aquatic facilities. (25 pts) o Demonstrated knowledge of Oregon Building Codes, municipal ADA requirements, and Public Pool Regulations. (20 pts) o Demonstrated knowledge of stainless-steel and membrane liner systems for pool construction. (15 pts) o Demonstrated experience in designs that incorporate solar heating alternatives. (10 pts) o Experience in working with the public sector in designing for municipal development projects, willingness to engage in public meetings and presentations to City Council. (5 pts) o Design firm's willingness to assist City during bidding and construction phases (5 pts) o Design firm's readiness to proceed. (5 pts). o Design firm's references. (5 pts) The selection team will recommend an award based upon the evaluation criteria. At the City's discretion, interviews may be conducted with the top-ranked proposer(s). The City of Grants Pass reserves the right to reject any and all proposals, to waive formalities or to accept any submittal that appears to serve the best interest of the City of Grants Pass.
