The City will evaluate proposals to purchase the property based on the overall development plan for the property and the purchase price offered, as described further in this RFP. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so. Memorial Square contains several neighborhood parks, including Calhoun Park, Jaime Ulloa Park, and Linda Petrella Park, and is in walking distance of the larger Van Horn Park. The City is starting in significant improvements to Linda Petrella Park, and is in the process of completing upgrades to Calhoun Park, including installation of a new playscape, resurfacing/improvements of clay tennis/handball courts, and new landscaping
