Demolition, site work, new construction, renovation and addition to a mixed-use development in Cary, North Carolina. Completed plans call for the addition of a educational facility; for the demolition of a educational facility; for the construction of a educational facility; for the renovation of a educational facility; and for site work for a educational facility.

It is the Owners intention to select Construction Manager at Risk firms for two elementary school reno/replacements, one new elementary school, one new middle school with high school component, and one 6-12 Alternative Learning Program school. Construction Manager at Risk firms wishing to be considered for these projects are requested to submit their qualifications per the instructions This Request for Qualifications (RFQ) is designed to comply with all applicable laws and regulations - including all Wake County Board of Education policies. The selection committee will review the responses to this RFQ and will rank them based upon demonstrated competence and qualifications in determining the list of firms to be interviewed. Negotiations of the fee and other key contract terms will follow the selection of the CM. If a contract cannot be negotiated with the selected CM, negotiations with that firm will be terminated and initiated with the next highest ranking firm. CMs wishing to submit for consideration should follow the instructions provided. Questions regarding this RFQ must be submitted by 5:00 PM, Tuesday, October 6, 2020 via email to Scott Lowder, slowder@wcpss.net . All questions will be answered and posted on our website by the end of the day Wednesday, October 7, 2020. CM at Risk firms selected for interview should be notified on Wednesday, October 28, 2020. Interviews will be conducted on Wednesday, Thursday and Friday, November 4, 5 and 6, 2020. Approved selections will be announced after the committee completes their work. Projects A. Swift Creek Elementary School - The construction of a replacement or major renovation of an existing elementary school including any required demolition. Design to begin fall 2020, construction begins January 2023 for a 2024 completion. B. 6-12 Alternative Learning Program (ALP) School - The construction of a new ALP school, a 200 student capacity middle and high school. Design is to begin late 2020, construction begins early 2022 for a 2023 completion. C. Baucom Elementary School - The construction of a replacement or major renovation of an existing elementary school including any required demolition. Design to begin early 2021, construction begins January 2023 for a 2024 completion. D. E-xx4 - The construction of a new 800 student elementary school in southwest Wake County. Design to begin early 2021, construction begins January 2023 for a 2024 completion. E. New Middle School with High School Component - The construction of a new large capacity middle school with a small high school component in the Davis Drive, Research Triangle Park area. Design is to begin early 2021, construction begins early 2023 for a 2025 completion. The Construction Manager at Risk will provide full pre-construction and construction services. It is the general intent that separate selections will be made for each of the projects, although the option remains that a particular Construction Manager may be selected for more than one project. Selection Criteria & Format of Proposal The criteria in the Statement of Qualifications form will be used by the selection committee to evaluate your submission. Please note it is very important that you follow the exact order when responding to each item on the form. Provide your submittal electronically and (1) paper copy as directed above. 5. Trade Secrets and Proprietary Information: Proposal documents submitted to the Board of Education by private entities in response to this RFQ are subject to the North Carolina Public Records Laws (NCPRL, see N.C.G.S. Chapter 132). In accordance with N.C.G.S. 132-1.2(1), however, such documents may not be subject to disclosure under the NCPRL if they meet all of the following conditions: 1. Constitute a trade secret as defined in G.S. 66-152(3). 2. Are the property of a private person as defined in G.S. 66-152(2). 3. Are disclosed or furnished to the public agency in connection with the owners performance of a public contract or in connection with a bid, application, proposal, industrial development, or in with laws, regulations, rules, or ordinances of the United States, the State, or political subdivisions of the State. 4. Are designated or indicated as confidential or as a trade secret at the time of its initial disclosure to the public agency. In order for proposers to exclude confidential proprietary information from public release in response to a public records request, proposers must (i) invoke such exclusion upon submission of the data or other materials for which protection from disclosure is sought, (ii) identify the data or other materials for which protection is sought, and (iii) state the reasons why protection is necessary, (iv) mark each page of the information for which protection is sought with the legend- Confidential Proprietary Information-Exempt from NCPRL Release, (v) provide an Opinion of Counsel letter from an attorney stating that the attorney has reviewed the documents designated as Confidential Proprietary Information and that in his or her professional opinion the information so designated meets the statutory standards set out in N.C.G.S. 132-1.2(1), (vi) agree in writing to fully indemnify the Board of Education in the event a claim is filed against the Board of Education seeking disclosure under the NCPRL of any information designated as Confidential Propriety Information by the proposer, and (vii) agree in writing to reimburse the Board of Education for costs of defending any claim filed against the Board of Education seeking disclosure under the NCPRL of any information designated as Confidential Propriety Information by the proposer.
