Renovation of a water / sewer project in Cumberland, Maryland. Completed plans call for the renovation of a water / sewer project.
Sealed Bids for the construction of the Braddock Run-Jennings Run Sewage Conveyance Improvements: Locust Grove Sewage Pumping Station Replacement Bidders are advised that due to Covid-19 restrictions are now in place to ensure the safety of the general public as well all County employees. All visitors to the Allegany County Complex are required to wear a face mask for the duration of their visit. Attendance at the Bid Opening will be limited to one representative per firm. The Project generally consists of constructing a new 8.8 MGD sewage pumping station with three (3) dry pit submersible pumps, two (2) influent channel grinders, cast-in-place wet well and dry well, above ground brick and block building with standing seam metal roof, relocated activated carbon odor control system, chemical dosing systems, standby generator, electrical distribution equipment, VFDs, controls and instrumentation, 20-inch diameter force main, site work, demolition of existing pumping stations and all other associated work as described and indicated in the Contract Documents. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. In addition, Bidders may contact Staples, 1230 National Hwy, La Vale, MD 21502, to have copies of the Bidding documents printed at the Bidder's expense. Bid security shall be furnished in accordance with the Instructions to Bidders. Bidder qualifications are identified in the Instructions to Bidders. Contract Times are identified in the Agreement. This project will be funded in part by the Maryland Water Quality Financing Administration's (MWQFA) State Revolving Loan Fund (SRF) Program. As a condition of federal grant awards, regulations require the SRF recipient (Allegany County) and prime contractors to make a good-faith effort to award a fair share of work to qualified Disadvantaged Business Enterprises (DBEs). Bidders must demonstrate and document the affirmative steps to provide opportunities DBEs to participate in the project. For additional information, please visit the MWQFA website: The prevailing Federal wage rates as determined by the U.S. Department of Labor under the Davis-Bacon and Related Acts shall apply for this project. None of the funds made available by a State water pollution control revolving fund as authorized by title VI of the Federal Water Pollution Control Act (33 U.S.C. 1381 et seq.) or made available by a drinking water treatment revolving loan fund as authorized by section 1452 of the Safe Drinking Water Act (42 U.S.C. 300j-12) shall be used for a project for the construction, alteration, maintenance, or repair of a public drinking water system or water quality treatment works unless all of the iron and steel products used in the project are produced in the United States. In this section, the term 'iron and steel products' means the following products made primarily of iron or steel: - Lined or unlined pipes and fittings - Manhole covers and other municipal castings - Hydrants - Tanks - Flanges - Pipe clamps and restraints - Valves - Structural steel - Reinforced precast concrete - Construction materials All iron and steel products used in this project must be produced in the United States. The final manufacturer that delivers the iron or steel product to worksite, vendor, or contractor, may provide a certification asserting that all manufacturing processes occurred in the US. The certification should include the name of the manufacturer, the location of the manufacturing facility where the product or process took place (not its headquarters), a description of the product or item being delivered, and a signature by a responsible party.
