Northwest Regional Water Reclamation Facility Hurricane Florence Response Flood Mitigation Measures will be performed in two (2) divisions as summarized below: 1. Division 1 - Flood Mitigation a. All work necessary to build new, flood proof, precast building around the transfer pumps and SBR blowers at plant locations 240 and 280, as described in the specifications and drawings (DI 227282-1).
b. All work necessary to build new, flood proof, precast building around the Sludge Digester Blower Systems at plant location 680, as described in the specifications and drawings (DI 227282-4).
c. Installation of raised steel platforms for the effluent pump controls at location 500 (DI 227284) and the infiltration pump station located south of the main plant (DI 227286).
d. Installation of raised steel platforms to elevate the motors and associated disconnects, and conversion of pumps and motors for elevated belt or chain driving at locations 200 (SBR Jet Motive Pumps) (DI 227282-2). and 350 (Post EQ Pump System) (DI 227282-3).
e. Installation of Administration flood protection door barriers.
f. Installation of seals for all electrical and instrument conduit seals that are located at or below the 6-foot flood event elevation.
2. Division 2 - Proposed Electrical Structure a. Installation of new electrical structure and associated foundations, electrical components and rewiring (DI 227288).
b. Installation of new plant-wide transformer (supplied by others), transformer foundation and associated wiring from the transformer.
c. Elevation of the existing large backup generator and associate re-wiring. Each Bid must be accompanied by cash or a certified check, drawn on a bank or trust company authorized to do business in North Carolina, payable to the Onslow Water and Sewer Authority in an amount at least equal to five percent (5%) of the total amount of the Bid, as a guarantee that a contract will be entered into and that a satisfactory performance bond will be executed. In lieu of cash or a certified check, the Bidder may submit a Bid Bond in the form prescribed in N.C. G. S. 143-129. Bidders are notified that legislative acts relating to licensing of contractors will be observed in receiving bids and awarding contracts and that satisfactory performance and payment bonds will be required on this project. The right is reserved to reject any or all bids, to waive informalities, and to award contract or contracts which, in the opinion of the Onslow Water and Sewer Authority, appear to be in its best interest. The right is reserved to hold any or all Bids for a period of sixty (60) days from the opening thereof. By mutual agreement, the Authority reserves the right to extend this period and hold any or all Bids for an additional 30 days.
