Site work and renovation of an educational facility in Lake Charles, Louisiana. Completed plans call for the renovation of a educational facility.

Solicitation no- 20242 This project consists of repairs to utilities infrastructure, roofing, rooftop equipment, exterior envelope including windows, mechanical and electrical systems, and associated interior water-damaged finishes caused by Hurricane Laura. The scope of work includes approximately ten (10) structures including science lab facilities totaling approximately 330,000 s.f. Design services shall include a comprehensive damages assessment to assist with the loss claims and restoration effort. The program completion/comprehensive damage assessment will be considered the equivalent of completion of basic design services through Schematic Design (15%). The Design team should complete the initial assessment within 8 days in order to verify funds needed for repairs. If any of the buildings are determined to be substantially damaged and require replacement, then those building(s) will not be part of this scope. At this point, FPC intends to amend the Designer's contract to add additional phases of basic services. FPC anticipates that the Designer will develop Bid Proposal Documents from the initial assessment. Proposal Documents should be ready by October 16, 2020. Designer will then solicit proposals from contractors for the repairs. FPC would like for contractors to be on site by the week of October 26, 2020. A pre-design conference will be scheduled via Zoom call on Friday, September 18, 2020. If selected, Designer is required to submit signed contract and all accompanying documentation within 48 hours of receipt of contract. Designer is to immediately begin facility assessments. Designer may be furnished with a preliminary damages assessment, if available, from which Designer will confirm site conditions to establish the final scope of repairs. Mitigation of water-damaged finishes has already begun; however, additional demolition and/or remediation may be required. Electrical and Mechanical equipment shall be tested in order to determine repairs or replacement. Hazardous materials abatement is anticipated and all related sampling, testing and environmental remediation are part of these design services. Third-party sampling, testing and air monitoring will be reimbursable expenses. Designer should anticipate ORM & FEMA participation in all phases of assessment, design and construction and assist with ORM & PW scope and cost alignment as required. All work and invoicing shall be separated by claim / PW number in accordance with ORM / FEMA requirements. Designer shall be mindful of the strict deadlines referenced herein. The Designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD and hard copy. Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $2,000,000.00 with a fee of approximately $24,854.00. Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2192 for the classification of Building Construction. Bidder is required to comply with provisions and requirements of LA R.S. 38:2212(A)(1)(c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R.S. 38:2214. The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(A)(1)(b), the provisions and requirements of thisSection, those stated in the advertisement bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity. When this project is financed either partially or entirely with State Bonds, the award of this Contract is contingent upon the granting of lines of credit, or the sale of bonds by the Bond Commission. The State shall incur no obligation to the Contractor until the Contract Between Owner and Contractor is fully executed.
