The scope of this project is to remove existing substandard concrete and asphaltic pavement on the north and south runway/shoulder touchdown areas. Replace base course materials and place new concrete pavement. Clean and seal all joints on the new concrete pavement. Replace airfield lighting, and provide airfield markings (striping), site improvements, and improve storm water drainage. Reconstruct the runway utilizing conventional design and construction methods to accommodate the mission. Project includes demolishing and rebuilding support structure for two aircraft arresting systems. The runway will be compatible with all applicable Department of Defense (DoD), Air Force, and installation design standards and criteria. In addition, local materials and construction techniques shall be used where cost effective. The contract duration is 360 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 237310, with a size standard of $39,500,000.00. The magnitude of the project is between $25,000,000.00 and $100,000,000.00. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least fifteen percent (15%) of the cost of the contract, not including the cost of materials, with its own workforce. The date for the pre-bid conference is on 12 MAY 2021, 1:00 PM local time. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. ABI#1-ABI#4 - The scope of these alternate bid items includes mill and overlay of the Runway 14-32 and Taxiway P, gilsonite modified asphalt emulsion seal coat of Runway 14-32, place base course materials, place new concrete pavement, provide airfield markings (striping), and replace and relocate Runway 14 PAPI and Runway 32 Approach lights and poles.
