Harris County is soliciting bids for wetland construction at Greens Bayou Mitigation Bank access road for the Harris County Flood Control District (HCFCD). Questions relating to this bid must be submitted in writing online within electronically. The deadline for submission of questions relating to this bid is October 23, 2020, no later than 12:00 p.m. CST. All questions submitted in writing prior to the deadline will be compiled and answered in writing. A copy of all questions and answers will be forwarded via online, fax and/or email to all firms. The County will not be bound by any information conveyed verbally. If this bid requires submission of bid guarantee and performance and payment bonds, there will be a separate page explaining those requirements. Bids submitted without the required bid bond or cashier's checks are not acceptable. Harris County reserves the right to award this contract on the basis of LOWEST AND BEST OFFER in accordance with the laws of the State of Texas, to waive any formality or irregularity, to make awards to more than one offeror, to reject any or all bids. In the event the lowest dollar offeror meeting specifications is not awarded a contract, the offeror may appear before the Commissioners Court, Hospital District Board of Managers, the Juvenile Board or other applicable governing body and present evidence concerning his responsibility after officially notifying the Office of the Purchasing Agent of his intent to appear.
