**As of December 02, 2020, all bids received exceeded the budget and were rejected. The project will rebid in January 2021 under the revised scope of work as approved by the State Historical Preservation Office. Any questions or requests for clarifications shall be submitted in writing to the Architect's Office (Eclectic Architecture, 20 Municipal Drive, Phillipsburg, NJ 08865 or email at jessica@eclecitecture.com) no later than Wednesday, October 21, 2020 at 5:00 p.m. Bids shall be made on the Forms of Proposal provided and must be accompanied by bid security in the amount, form and subject to the conditions provided in the Instructions to Bidders. Each bidder shall submit with its bid, a Certificate of Consent of Surety from a Surety company stating that it will provide the bidder and all subcontractors, if successful, with a performance/payment bond in the full amount of the contract. All bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., Affirmative Action Against Discrimination (N.J.A.C. 17:27-1 et seq.), Executive Order 11246 regarding Equal Employment Opportunity, and Chapter 33, Laws of 1977, regarding Disclosure of Partners and Stockholders. A non-collusion affidavit, relevant experience of the Firm, and affidavit as to total amount of uncompleted contracts must accompany each bid. All bids shall be irrevocable. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. The owner reserves the right to reject any or all bids or to waive informality in the bidding pursuant to N.J.S.A. 18A:18A-1 et seq. and N.J.S.A. 18A:18A-22,if it is in the best interest of the Owner to do so and to award contracts only to those whose proposal is deemed by the Owner to be most advantageous to the interest of the public.
