As of February, 2022, an engineer has been selected and this project is in design phase. A firm timeline for construction has not been determined. The City is looking at a range of improvements on 5th Street from Lincoln Avenue to the Everett city limit, which will benefit people walking, rolling, biking, driving, and using public transit in Old Town Mukilteo. With the aid of the community, the project will begin with identifying preferred options along the corridor to provide safe and comfortable solutions for people traveling along 5th Street. "This grant-funded effort is a great opportunity to serve all users of this main entrance to Mukilteo and a vibrant neighborhood ," said Mayor Jennifer Gregerson. "It is a key city priority to have safe places to walk and bike, and we want to hear our residents' voices on how to best do that on 5th Street." This project builds off past City planning efforts and community requests for traffic calming and accessibility investments for a wide range of users along 5th Street. This project will be evaluating a wide range of options, including a shared use path within the Old Town segment of 5th Street from Lincoln Avenue to the Japanese Gulch area, striping for bike lanes between the Japanese Gulch area to the Everett city limits and installation of crosswalks with flashing beacons. Design based on the preferred options is expected to be completed by Summer 2022. "The purposes of this project are to support more walking and biking, improve connections to businesses, enhance and complement the character of the Old Town neighborhood, and to make sure we are protecting our water quality and managing water runoff," said Mayor Gregerson. Public input is important to ensure the design of the 5th Street improvements reflect the current and future needs of the community. The project will provide pedestrians and bicyclists new intuitive access modes on 5th St / Mukilteo Blvd. The consultant will be expected to work with the public to refine a design approach, obtain permits, and prepare contract plans, specifications, and estimates (PS&E) of the proposed improvements. This project will be designed using Sound Transit Access grant funding. It is likely that Sound Transit Access grant funds will be used for construction. Email attachments shall include: a cover letter that briefly describes your interest in the project (limited to one page, minimum 10-point font); the firms expected approach to the project (limited to 2 pages, minimum 10-point font); a list, with a short description, of at least three projects which closely relate to the above described project, including references (limited to 3 pages, minimum 10-point font); key personnel expected to be assigned to this project; availability, resumes, and references (limited to 4 pages, minimum 10-point font) For your records, the City will provide a confirmation email confirming receipt of your interest in the proposal. The City of Mukilteo reserves the right to reject any and all responses to this RFQ and to waive any informality in the interests of the City. The method of Contractor Selection has not been Determined at this time.
